Summary This position is part of the Defense Media Activity, Defense Media Activity. The incumbent will be responsible for serving as an Information System Security Manager (ISSM) within American Forces Network (AFN) of DMA and located at the AFN Broadcast Center (AFN-BC), reporting directly to the Chief, Technical Services Division and is responsible for AFN-BC unclassified and classified networks and systems' cybersecurity requirements. Employee must pass screening for illegal drug use prior to appointment and subsequent periodic drug screening thereafter. Position requires some occasional weekend and after-hours work. Employee may be required to occasionally work overtime or compensatory time, evenings, weekends, and federal holidays. Duties of this position may entail occasional travel and/or work at alternative work locations. Qualifications You may qualify at the GS - 12, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-11 grade level in the Federal service as listed below: Analyzing, planning, and developing Cyber Security for networks and systems related to cyber security operations. Training and overseeing Cyber IT and work activities of action officers consisting of military, government-civilian, and contractor personnel. Knowledge and skill in applying security principles and methods of securing systems to conform within DOD policy and the Risk Management Framework. Extensive experience with eMASS. Working with ISSO's and system administrators on the planning, analysis, development and implementation and documentation of complex IT systems. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 2210, series as listed below: You must have Information Technology (IT)-related experience which demonstrates proficiency in each of the following four competencies listed below: 1. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Education Substitution of education may not be used in lieu of specialized experience for this grade level. NOTE: All materials must be submitted by the closing date of the announcement. Additional information Other Notes: Employee is required to attain within 6 months of being employed the required DoD certifications for DoD 8570.01-M Information Assurance Management (IAM) level 2 and DoDI 8410.01 Cyber Workforce Role 722 and maintain certifications throughout employment. DMA is engaged in ongoing transformation activities. As such, this position may relocate or be reassigned to Fort Meade, Tobyhanna Army Depot or other DMA locations worldwide. The incumbent will be offered relocation assistance in accordance with the Joint Travel Regulation, Chapter 5, Part F.
