Learn more about this agency Requirements Conditions of Employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. Incumbent is subject to call back duty during emergency situations. Incumbent must possess an appropriate USCG OUPV Motorboat Operator's License for vessels of 100 tons for near coastal waters. Must be able to obtain and maintain a USACE small boat operator's license for boats/vessels less than 26 feet in length in accordance with ER 385-1-91 within twelve months. Must possess and maintain CPR and Basic First Aid certificates or obtain said certificates within one year after appointment. Incumbent must possess a valid state Driver's License and visit other locations by driving government vehicle and by other means. Incumbent may be required to travel overnight up to 20% of the time. Incumbent is required to wear protective equipment and/or clothing (e.g., PFD, hard hat, coveralls, gloves, safety footwear, hearing protection) as appropriate. Employee is required to be able to swim and to participate in a fitness for duty medical monitoring program. Occasional weekend work may be required to support mission requirements. This position meets the criteria for random drug and alcohol testing under the Department of Army Drug-Free Workplace Program as supplemented by USACE ER 690-1-1218. Incumbent is required to sign a DA Form 7412, Condition of Employment for Certain Civilian Positions Identified Safety-Sensitive Under the DOT, Federal Highway Administration Rules on Drug and Alcohol Testing. Position requires a pre-employment and annual physical. Qualifications Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. There is no specific length of training or experience required. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision. Minimum Qualifications: A. I have the ability to perform the most difficult and complex tasks: Operate vessels less than 65 feet in length, Perform hydrographic surveys, Operate vessels 30 feet or less in coastal shallow draft depths of 4 feet or less, Conduct maintenance and repair of a vessel, Maneuver a vessel independently in situations with limited visibility in confined narrow channels with commercial traffic present, Troubleshoot and resolve mechanical and technical vessel issues. I possess advanced skill in Interpreting charts of local area to determine: shallows, channels, shore conformation, buoys, beacons and landmarks, Plotting positions of own and intruder vessels, Interpreting tide tables, interpolating for depth correction to charted depths in order to calculate when it is safe to cross shallows and when to avoid them, Evaluating weather and sea conditions and determining if it is appropriate to use modified procedures, which are to be used in case of bad weather. I am considered an expert and work with a high degree of independence. B. I have the ability to perform the full range of tasks: Operate vessels less than 65 feet in length, Conduct maintenance and repair of a vessel, Maneuver a vessel independently in situations with limited visibility in confined narrow channels with commercial traffic present, Troubleshoot and resolve mechanical and technical vessel issues. I am skilled in interpreting charts of local area to determine: shallows, channels, shore conformation, buoys, beacons and landmarks, Plotting positions of own and intruder vessels, Interpreting tide tables, interpolating for depth correction to charted depths in order to calculate when it is safe to cross shallows and when to avoid them, Evaluating weather and sea conditions and determining if it is appropriate to use modified procedures, which are to be used in case of bad weather. I work on my own initiative under general supervision subject to occasional inspection. C. I have the ability to perform common tasks: Operate vessels less than 65 feet in length, Assist in conducting maintenance and repair of a vessel, Maneuver a vessel independently in situations with limited visibility in confined narrow channels with commercial traffic present, Troubleshoot and resolve mechanical and technical vessel issues. I can interpret charts of local area to determine: shallows, channels, shore conformation, buoys, beacons and landmarks, Plotting positions of own and intruder vessels, Interpreting tide tables, interpolating for depth correction to charted depths in order to calculate when it is safe to cross shallows and when to avoid them, Evaluating weather and sea conditions and determining if it is appropriate to use modified procedures, which are to be used in case of bad weather. I work under normal supervision of a work leader or journey-level employee who observes tasks in progress and upon completion to make sure they are properly performed. D. I have the ability to perform simple tasks: Operate vessels less than 65 feet in length, Conduct maintenance and repair of a vessel, Maneuver a vessel independently in situations with limited visibility in confined narrow channels with commercial traffic present, Troubleshoot and resolve mechanical and technical vessel issues. Physical Effort: The incumbent occasionally lifts and carries parts and equipment weighing 40-50 pounds. Moderate effort is required during general maintenance work. Coordination of hands, eyes, body, and legs is needed to work safely on wet and moving decks especially when anchored in exposed locations during storms. Required to enter and exit engine compartment and cramped spaces for repair, engine checks and inspection. May be required to climb up or down to reach the dock when entering or departing the vessel. Working Conditions: Accomplishments of assignments requires working inside and outside in all types of inclement and extreme weather conditions; danger of falling overboard and drowning; danger of slips, trips and falls; danger of overhead injuries, foot injuries, hand injuries, eye injuries, punctures, fume inhalation, oxygen deficient environments, electrocution and exposure to noisy areas. Survey work is performed in all types of weather. There is exposure to traffic hazards, especially during foggy weather. When making repairs and performing maintenance, is exposed to possible injuries due to working around moving machinery and in cramped quarters.
