Summary
This position serves as the Singapore Area Coordinator Installation Program Director for Fleet and Family Readiness (FFR) Programs. FFR programs in Singapore include: Bachelor and Family Housing; Child and Youth Programs; Fleet and Family Support Center and Morale, Welfare and Recreation.

Conditions of Employment
Must have or be able to obtain and maintain a Secret Security Clearance.
Financial Disclosure Required.
Frequent travel up to 40% may be required.
Must have or be able to obtain and maintain a government issued driverβs license.
Must have or be able to obtain and maintain a Government Travel Card.
The incumbent may be required to work a rotating schedule to include holidays, nights and weekends.
This position is emergency-essential (E-E).
In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the E-E duties until relieved by proper authority. The incumbent or the designated alternate may be required to take part in readiness exercises.
This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively
Requires the incumbent, or designated alternate, to be screened from military recall status.
Qualifications
Knowledge of Department of the Navy (DON) and Command structure, missions, programs, and organizational relationships.
Knowledge of policies/procedures related to one or more Navy FFR QOL Programs (e.g., Bachelor Housing, MWR, CYP, Family Housing, and FFSC).
Knowledge of human relations, financial management, and logistics.
Knowledge of contract administration is desired.
Knowledge of CNIC's EEO policy and procedures.
Skill in Supervision of a diverse workforce (e.g., Navy appropriated fund (APF), non-appropriated fund (NAF), local nationals, and military personnel).
Skill in administering one or more Navy FFR Quality of Life Programs (e.g., Bachelor Housing, MWR, CYP, Family Housing, and FFSC).
Skill in Government oversight of contract personnel.
Skill in developing installation-level APF and NAF operating budget plans and justifications expending funds within the operating budget.
Skill in developing and managing flexible organization structures, improving management methods and procedures for APF, NAF, and contract personnel, effective use of APF and NAF funding and materials.
Ability to develop and effectively deliver presentations and/or training.
Ability to perform the full range of supervisory duties.
Ability to motivate others in carrying out the Personnel, Logistics, and Resource Management functions.
Ability to communicate effectively both orally and in writing.
Education
