Summary This position is located in the Architect of the Capitol, Office of the Chief Engineer, Design and Construction Acquisition Division, Acquisition Policy Branch. The selectee will be responsible for development and implementation of AOC procurement policies and procedures used for the acquisition of supplies, services, and construction for the agency. Candidates for the GS-14 grade level must have at least 52 weeks of specialized experience equivalent to the next lower (GS-13) grade level in the Federal service.  Specialized experience for this position includes the following: Serving as technical expert and advisor on acquisition laws, regulations, policies and procedures. Developing and implementing acquisition strategies and procedural guidance for a large organization. Leading staff responsible for acquisition of supplies, services, and construction for a large organization. Analyzing procurement and contracting plans, policies, processes and activities to resolve highly complex procurement issues and developing and implementing solutions. ** You must have a FAC-C (Professional) certification or equivalent experience. ** You must meet the following Selective Placement Factors: Experience soliciting, negotiating, awarding, and administering contracts for service acquisitions, construction and/or civil engineering-related acquisition projects. Experience developing and/or implementing new and/or revised policies in support of contract and procurement activities for an organization. Education In addition to meeting the specialized experience requirements for this position, applicants must possess the following: A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade.   Special Instructions for Foreign Education:  Education completed outside of the United States must be deemed equivalent to that gained in conventional/accredited U.S. education programs to be acceptable for Federal employment. Qualifying education from colleges and universities in foreign countries must be evaluated in terms of equivalency to that acquired in U.S. colleges and universities. Applicants educated in whole or in part of foreign countries must submit sufficient evidence, including transcripts, to an accredited private organization for an equivalency evaluation of course work and degree.
