All qualifications and pay band requirements must be met by the closing date of this announcement and documented in your resume. You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes. You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. Qualifications Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or DP-02 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: assisting in formulating budgets consistent with program planning submissions; and analyzing financial data to identify potential solutions, and implement plans of action to solve identified problems. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education Additional information Knowledge of financial best practices to include financial analysis, budget preparation and execution, and financial reconciliation, and contract management; knowledge of DOD appropriations, e.g. Other Procurement Navy (OPN), Operations and Maintenance, Navy (O&M, N), Research, Development, Test and Evaluation, Navy (RDTE, N), and Shipbuilding and Conversion, Navy (SCN). The Office of Personnel Management (OPM) Direct Hire Authority, authorized by 5 United States Code (U.S.C.), Section 3304 and 5 Code of Federal Regulations (CFR) Part 337, Subpart B. Veterans Preference and traditional rating and ranking of applicants do not apply to the Direct Hire process. This position is in the Personnel Demonstration Project under authority of Title VII of the Civil Service Reform Act of 1978. The pay schedule and pay band for all Demonstration Project Professional Positions will be DP-1/2/3/4. This position is eligible for part time, substantial or ad-hoc telework at the discretion of management. This position is covered by the Department of Defense Priority Placement Program.
