Summary ***THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.*** This position is for a HR Specialist (Employee Benefits/Compensation), Position Description Number T5018P01 in support of the Joint Force Headquarters located at Clay National Guard, Marietta, Georgia. This is a full-time, Excepted Permanent, position which DOES NOT require a Georgia Army National Guard Membership. Area of Consideration: Open to current Nationwide Federal Employees. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission. May occasionally be required to work other than normal duty hours; over/comp time may be required. May require travel in military and/or commercial aircraft to perform temporary duty assignments. The work may require the incumbent to drive a motor vehicle; if so, and an appropriate valid driver’s license is mandatory. This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. Head of Agency requests to exceed 14 days in a calendar year must be approved in advance by the National Guard, Director of Manpower and Personnel (NGB-J1). You may be required to serve a successful probationary period. Qualifications Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: one year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes serving as the State Level Expert/point of contact on the State's Employee Benefits, Retirements, and Work-Life Programs. Ensuring all program activities, policies, instructions, and goals are in compliance with applicable legislation, publications, regulations, and guidance from Office of Personnel Management (OPM), Department of Defense (DoD), National Guard Bureau (NGB), Department of the Army (DA) and Air Force (DAF), and other governing agencies. Performing work for both Army (ARNG) and Air National Guard (ANG) full-time employees within the State. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Education Some federal jobs allow you to substitute your education for the required experience above in order to qualify. For this job, you must meet the qualifications requirement using experience alone--no substitution of education for experience is permitted.
