Summary
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serve as the Action Officer for foreign countries responsible for the total managing of Foreign Military Sales (FMS) programs which involves the continual development, planning, coordination, implementation, and monitoring of all requirements/programs for the foreign countries.

Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
One year trial/probationary period may be required.
You will be required to provide proof of U.S. Citizenship.
This is an Army Acquisition, Logistics and Technology Workforce position.
Selectees must meet position requirements for certification at Practitioner Level in the Acquisition Career Field, Program Management within 60 months of entrance on duty.
This position requires temporary duty (TDY) travel up to 30% of the time.
Incumbent is required to submit a Financial Disclosure Statement, OGE-450 and annually thereafter in accordance with DoD Directive 5500-7-R.
This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
Selectee must obtain at Practitioner Level II and SC452SC Acquisition Management- Intermediate Certificate.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. SPECIALIZED EXPERIENCE: One year of specialized experience which includes: 1) Detailed and comprehensive knowledge of the Foreign Military Sales (FMS) programs, policies, and regulations;
2) Knowledge of Interoperability between US and foreign customers of a major weapon system; AND
3) Experience, such as providing peer reviews, quality assurance, standardization, Pre-Letter of Request (Pre-LOR) for Request for Information (RFI), Pricing and Availability (P&A), technical evaluations, pricing letters and Letter of Offer and Acceptance (LOA) development, case management, Sensitivity Statements, Tri-Services (TSC) Engagements, Exception to National Disclosure Policy (ENDP) Approval.
This typically includes work performed at the next lower grade/level NH-02 (GS-11) position in the federal service
Education
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
