Summary The primary purpose of this position is to serve as the Clerk of Court for the Air Force Trial Judiciary providing highly specialized consultation and advice to military judges regarding procedural, evidentiary and sentencing issues as they arise prior to and during courts-martial and administrative hearings. Advance in hire may be authorized if there is demonstrable proof on your resume Leave accrual may be authorized upon request Incumbent must maintain a current license as an attorney and counselor at law in a state or territory of the United States, the District of Columbia, or the Commonwealth of Puerto Rico Position may require overtime Occasional travel on commercial and/or military aircraft may be required Applicant must possess a valid driver's license The incumbent must be able to obtain and maintain the appropriate security clearance This position meets the professional exemption criteria for the Fair Labor Standards Act (5 CFR 551.207) Qualifications GENERAL REQUIREMENTS: You MUST have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD). In addition, at the time of application, you must provide proof, dated within four months of application, of "active" status with a bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. Specialized Experience: In addition to the basic requirement: you must have professional legal experience in excess of three (3) years that commensurate with the position's duties and responsibilities. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Incumbent must possess a Juris Doctor Degree or equivalent from a law school accredited by the American bar Association (ABA). Appointee must be an active member in good standing of the bar of a U.S. State or Territory. 2. Incumbent must have prior experience as a trial judge, or equivalent training and experience, and at least four years' experience as a practicing attorney in the field of criminal law and trial practice. The incumbent must possess and maintain excellent legal writing skills. 3. Mastery knowledge of and experience with evidentiary and procedural rules applicable to courts-martial, including the substantive criminal law, federal criminal trials, federal administrative hearings, post-trial hearings, criminal appeals, applicable DoD and USAF instructions and the Manual for Courts-Martial Military Rules of Evidence, DoD and USAF rules for Courts-Martial and the Uniform Rules of Practice Before Air Force Courts­ Martial. 4. Expert skill in using computer-assisted and web-based programs, to include: Lexis, FLITE, Outlook, Word, Excel, PowerPoint, the Automated Military Justice Management System, SharePoint, Judiciary Docket System and other databases. Ability to speak with and work with Congressional staffers to develop and recommend changes to military justice policy matters. 5. Ability to communicate with AF/JAT personnel and maintain productive lines of communication with the Chief Trial Judge and Deputy Chief Trial Judge to ensure the setting and accomplishment of AF/JAT mission objectives, priorities, goals and plans. Ability to communicate and maintain effective lines of communication with other service Trial Judiciaries, to effect uniform application of changes in law and procedures and assist in planning and implementing training events. 6. Skill in developing and managing curriculum and conferences, providing instruction to students with a wide range of experience levels, and working with and supporting experts invited to participate in training events. Possesses a detailed knowledge of professional obligations of judges contained in the Code of Judicial Conduct applicable to Air Force Trial Judges. Possesses a thorough understanding of trial judge responsibilities and requirements in conducting trials. At the time of application, you must provide proof, dated within four months of application, of "active" status and in good standing with a bar of the highest court of a State, US commonwealth, US territory, or the District of Columbia. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Must be a graduate of a law school accredited by the American Bar Association, and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth. The attorney must maintain such bar membership in at least one jurisdiction during the entire course of employment with the Air Force.
