Summary
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the Department of Defense to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position is located at Fort Novosel, Alabama, home of the United States Army Aviation Center of Excellence. Fort Novosel is located in the "Wiregrass" area in Southeast Alabama, surrounded by Enterprise, Ozark, and Daleville.

LAUTENBERG AMENDMENT: Must meet the requirements under the Lautenberg Amendment/Domestic Violence Misdemeanor Amendment to the Gun Control Act of 1968.
Incumbent must be able to obtain and sustain state certification for operating the NCIC terminals.
IAW AR 190-56, requirements of Individual Reliability Program apply. Employee and prospective employee of this job are expected to maintain a high standard of conduct; they must be assessed under the Individual Reliability Program.
IAW AR 600-85, a DA Form 5019R Condition of Employment must be assigned for mandatory drug testing. Individual agrees to submit to a urinalysis on a recurring basis.
Shift work is required, or a change in work shift may be necessary. Hours of work encompass fluctuating tours of duty to include evenings, nights, weekends and holidays. Overtime may be required and is subject to recall for emergency overtime.
Incumbent must be proficient in the use of assigned firearms/weapons, pass an initial qualification, and must qualify semi-annually thereafter, IAW AR 190-56 “The Army Civilian Police and Security Guard Program”.
Incumbent must undergo and pass annual medical exams of physical, emotional and mental stability. Standard for medical exams are prescribed in AR 190-56 “The Army Civilian Police and Security Guard Program”.
Incumbent must successfully complete security guard training.
Employee must be trained and maintain current required certifications in CPR techniques and must know first aid. May act as a first responder in a medical emergency.
Incumbent may be required to wear chemical protection masks, gloves, and other protective equipment, and may be required to be certified in the use of aerosol irritants and baton.
Incumbent will be required to maintain physical conditioning and pass an annual physical agility test (PAT). Failure to meet the standards after the second attempt within a ninety-day period will result in separation.
Incumbent must be fully qualified to operate a government vehicle. Must possess and maintain a valid state driver’s license. Loss of license may result in removal from the position.
Must wear the Department of the Army Security Guard (DASG) uniform IAW AR 190-56, maintain a high state of appearance and hygiene.
Employee must obtain and maintain applicable certifications in operating various electronic equipment and sensors.
Must not have any medical condition that precludes the wearing of a chemical protective mask and over garments.
Employee must be able to perform as a member of the installation’s overall security response capability.
Temporary Duty travel (TDY) may be required up to 25%.
Incumbent must be able to obtain and maintain a Secret Security clearance, using a Tier -3 background investigation.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes work with federal, state, municipal, or private protective organizations safeguarding personnel, information and/or assets; recording visitor information and determine whether authorization for access exists; protecting property against hazards such as fire, theft, damage, accident, or trespass; OR maintaining order and protecting life. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05).
Acceptable experience includes service in the Armed Services or Coast Guard that involved the performance of guard duties on a regular or intermittent basis. If using military experience to qualify, please ensure you detail this in your resume.
This position is obligated to an employee who has statutory restoration rights based on active military service, compensable injury or disability when fully recovered, return rights based on having served on an overseas tour(s), etc. In accordance with 5 CFR 353 or AR 690-300, Chapter 352, the previous incumbent has reemployment rights to this position. When an obligated position is filled, the selected employee is required to sign an agreement acknowledging that this position is obligated.
Position may be filled as a Term appointment NTE 3 years. Term appointments may be extended up to a maximum of six years. With DoD approval, term appointments may be extended beyond 6 six years, but not more than 8 years.
**NOTE - A current Army employee with personal competitive status accepts a time-limited appointment (such as term or temporary appointment), the Army employee forfeits their permanent status and becomes subject to the provisions of the term or temporary appointment.
**Permanent employees who accept time-limited appointments will not have placement rights to the previously held permanent position at the end of the time-limited appointment. Employees who accept such time-limited appointment opportunities will be required to sign a statement of understanding.

Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.

One year trial/probationary period may be required.

Salary includes applicable locality pay or Local Market Supplement.
Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest.
Employee shifts are based on mission requirements that are identified after certification requirements for the position are met. Shifts are not negotiated during the hiring process.
Pay will be set at time of job offer and will be based on the pay locality for that particular location.
This position may be converted to permanent career or career-conditional appointment without further competition as long as all requirements are met. To be eligible for conversion, employee must complete at least 2 years of current continuous service under a term appointment in the competitive service and employee must have a current performance rating under such term appointment of at least fully successful or equivalent.
