Summary
This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated October 15, 2021.
You will serve as an Engagement Programs Coordinator at the TSC, Arctic Security Studies.

Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
Work may require to work outside normal and predetermined work schedule to accomplish mission requirements.
Work may require travel away from the normal duty station to support workshops in the Arctic Region, or to attend meetings, work related symposiums, or courses relating to regional engagement operations on a non-regular basis.
Qualifications
For GS-11:
I have one year of specialized experience equivalent to the next lower grade level (GS-09) or equivalent level in the federal service (experience may have been gained in the private sector) with Knowledge and skill in establishing and maintaining effective relationships with government, business, academic, and military persons, representing both U.S. and Arctic nations, and the ability to enhance their understanding of the role, mission, and uniqueness of the Center. Ability to write and communicate effectively.
OR
If qualifying based on education for GS-11:
Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree
or
LL.M., if related
For GS-12:
I have one year of specialized experience equivalent to the next lower grade level (GS-11) or equivalent level in the federal service (experience may have been gained in the private sector) with knowledge of, and sensitivity to, the various language, educational, and cultural differences that may be encountered when interfacing with attendees, and visitors from Arctic nations represented at the Center. Ability to plan, organize, draft/update brochure information, notebooks, and other printed material that will be used at strategic engagement official visits or workshops. Additionally, must be able to draft and compose letters, reports, information books, memos, proposals, and agendas.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
