Summary The selectee serves as the Deputy Director of the Office of the Clerk of the Board. The Deputy serves as senior advisor to the Clerk concerning the Board's adjudicatory policies, procedures, and practices, and the administrative and program responsibilities assigned the office. Direct reports to the Deputy include the Legal Counsel to the Clerk, who supervises OCB's Case Processing Team, and the Director of Information Services/Chief FOIA Officer, who supervises OCB's Information Services Team. GS-0905-15: The first professional law degree (LL.B. or J.D.) plus one of the following: a. Superior law student work plus four years of professional legal experience, one of which must be at a level of difficulty comparable to the GS-905-14; or b. Five years of professional legal experience, one of which must be at level of difficulty comparable to the GS-905-14; or c. Second professional law degree (LL.M.) plus four years of professional legal experience, one of which must be at the level in difficulty comparable to the GS-905-14. FOR THE GS-15 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-14 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Exercising independent judgment and discretion to deliver technically authoritative legal recommendations to support: (1) case-processing/adjudication by an agency or court; or (2) information-disclosure functions related to the Freedom of Information Act or the Privacy Act; Developing, administering, and evaluating the effectiveness of case-processing procedures, policies, and practices in adjudicative matters; Overseeing and directing the work of a diverse staff to accomplish case-processing or information-disclosure goals. Note: There is no education substitution for this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. Additional information The Office of the Clerk of the Board (OCB) receives and processes cases filed at MSPB HQ, rules on certain procedural matters, and issues Board decisions and orders. It serves as MSPB's public information center, coordinates media relations, operates MSPB's library and online information services, and administers the Freedom of Information Act and privacy programs. It also certifies official records to the courts and Federal administrative agencies; and it manages MSPB's records systems, website content, and the Government in the Sunshine Act program.
