Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a AVIATION RESOURCE MANAGEMENT SPECIALIST (Title 32), Position Description Number D2934000 and is part of the AR ANG 154 TRG SQ, National Guard. Compatible military grade and assignment required prior to the effective date of placement. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership in the military grade listed below. Selectee will be required to wear the military uniform. Military Grades: Enlisted Minimum Military Grade: NLT E-4/SrA Maximum Military Grade: NTE E-6/TSgt Compatible Military Assignments: Selectee must be a member of the Arkansas Air National Guard. IMPORTANT NOTES (AS APPLICABLE): Upon selection for this position, individual must possess or initiate a National Agency Check with Inquiries (NACI) background investigation. A favorable determination based upon investigative results is mandatory for this position. Failure to meet these requirements will result in termination of employment. A pre-placement physical is required if not already current. Upon selection, must complete mandatory Full-Time Support (FTS) Training at the Professional Education Center (PEC) within six months of assignment (if applicable, training will be coordinated by the supervisor). Individual must meet all military requirements of the position without creating a grade inversion, as determined by the Human Resources Office (HRO). Technicians will not be militarily senior to their full-time supervisor or wage leader (Grade Inversion). Enlisted members currently at a higher grade than allowed by the position (see Military Grade Requirement above) may apply; however, they must administratively reduce prior to appointment and provide confirmation of the reduction to HRO. ADDITIONAL REQUIREMENTS ARE LISTED UNDER ADDITIONAL INFORMATION. Qualifications GENERAL EXPERIENCE: Experience, education or training which provided a general knowledge of principles of organization, management, and administration. Compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information. Progressively responsible experience which demonstrates the ability to provide technical guidance and assistance in the type of work or in comparable work of the position to be filled. Experience using computer and automation systems. Education DUTIES CONTINUED: Creates, analyze, and maintain end of month reports that monitors Aviation Positions Indicator (API) codes, Aviation Service Codes (ASC), entitlement status and flying status to ensure accuracy and compliance with applicable regulations. Authenticates, certifies, and publishes aeronautical orders to start, suspend, disqualify or terminate aircrew member's requirement to perform operational flying or jump duties. Determines eligibility to award aeronautical ratings and aviation badges. Develops database queries to assist in identification of suspense actions or actions requested by senior leadership to include promotion boards, disciplinary boards, or commander specific requirements. Develops and maintains procedures with outside agencies to validate that aircrew medical requirements are in compliance and accomplished in accordance with appropriate Department of Defense and Air Force Instruction. Provides individual aircrew aviation service and historical data to requesting civilian and federal agencies for several purposes to include aircraft accident investigations and the intent to hire purposes under FAA guidelines and according to the Pilot Records Improvement Act of 1996. Writes and revises several independent local operating instructions including Aircraft Accident Procedures. Coordinates matters with NGB, HQ MAJCOM, and service organizations to obtain clarification or recommend changes to instructions and procedures. Identifies, investigates and rectifies errors such as the miscalculation of Operational Flying Duty Accumulator (OFDA) months and conducts research to locate missing support documents. Initiates close out of individual electronic records for departing personnel, to include validation of all flight time entries, aircraft qualifications, and flight physical data prior to transfer of personnel. Primary member within the Operations Group responsible for accuracy of Wing Flying Hour Program by developing procedures to reconcile flying hours with Maintenance. Participates in the Wing Flying Hour Program to determine inventories of assigned, projected, available, and actual expenditure of hours. Provides reports to reflect flying hours expended and impacts year end goals for Ready Aircrew Training and flying hours budget. OPR for aviation packages to include inter-service transfers, aeronautical rating boards, flying evaluation boards, operational flying duty accumulator, exception to policies, flying activity codes, aviation service date adjustments, disqualifications, requalifications/revalidations. Analyzes higher headquarters directives and develops appropriate local procedures to meet program requirements. Advises and provides counsel to aircrew members and leadership on requirements, processes, and procedures that are in accordance with laws and regulations. Coordinates with NGB and HAF to ensure packages are complete and accurate. Provides additional information and assistance as required. Upon final outcome, updates ARMS database, creates member's record. Provides expertise to commanders. Certifies flying status in the Air National Guard Reserve Order Writing System. Reviews and compares the duty performed with flying hour documents. Electronically certifies duty performance for active-duty orders, generate group inactive duty drill rosters, electronically certifies duty performance for group inactive duty, schedule individual inactive duty, and electronically certifies duty performance for individual inactive duty. Maintains, issues, and destroys classified and COMSEC material for unit and transient aircraft. Works independently to provide aircrews with information and assistance for planning and conducting safe flight operations. Coordinates and schedules use of special military airspace including air refueling areas, military operating areas, and landing and drop zones. Provides preflight briefings to military and civilian aircrews, reviews flight schedules, flight plans, local aircraft clearances, statistical mission data, and Notices to Airmen (NOTAMS) files to ensure accuracy, completeness, and conformance with USAF, FAA, DoD and International Civil Aviation Organization directives. Communicates with in-flight aircrew through use of UHF/VHF communications to provide information regarding clearances, advisories on local, en-route, and destination airfield conditions. Coordinates and performs foreign object debris inspections on taxiing and parking areas. As required, activates secondary crash phone network for aircraft accidents, and in-flight/ground emergencies. Establishes shift schedules and assigns personnel based on workload to ensure adequate coverage of airfield/flight serves operations. May provide back-up to the Flight Services Manager. 3. Interprets and administers laws and regulations regarding entitlement incentive pay. Sole base-level approval authority determining entitlement to millions of dollars in aircrew incentive pay. Researches, interprets, analyzes and applies Department of Defense, Air Force, Air National Guard, and Wing guidelines, policies, and regulations including Aviation Management regulations, the Aviation Career Incentive Act (ACIA) of 1989, The National Defense Authorization Act (NDAA) of 1996, Pilot Records Improvement Act of 1996, and the NDAA of 2000. Applies complex flight/jump pay rules and determines eligibility and entitlement to Aviation Incentive Pay (AvIP), Critical Skill Incentive Pay (CSIP), Special Warfare Airmen Skill incentive Pay (SWSIP), Hazardous Duty Incentive Pay (HDIP), and EARI (Aviation bonus Pay). 4.
