This position is located at Glen Canyon National Recreation Area in the Visitor and Resource Protection Division.

  • Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program.
  • You will be required to submit to a drug test and receive a negative drug test result prior to appointment. In addition, this position is subject to random testing for illegal drug use.
  • Prior to appointment, you must be determined physically fit by an authorized government physician to perform strenuous and physically demanding duties; and also pass a medical examination (which includes vision, hearing, cardiovascular, and mobility of extremities) given by an authorized government physician. You will also be required to undergo periodic medical examinations throughout employment.
  • The Work Capacity Test (WCT-Pack Test) as a method for assessing an employee's fitness levels for fire qualifications in the positions covered by this recruitment notice. Employees required to pass a WCT-Pack Test as a "condition of employment" will be provided one opportunity to pass the required test with a second chance provided at the discretion of management based on the results of the first test. This recruitment notice constitutes the required 30 days advanced notice for testing requirements. NOTE: Arduous fitness (WCT-Pack Test) will consist of completing a three-mile hike, within 45 minutes, while carrying a 45 pound pack. A time of 45 minutes, the passing score for the test, approximates an aerobic fitness score of 45, the established standard for firefighters. Applicants shall be disqualified for appointment if they fail to meet any physical requirement.
  • You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you.

Qualifications

All qualifications must be met by the closing date of this announcement-11/19/2024-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.

SELECTIVE PLACEMENT FACTORS: (Screen-Out)
  • Successful completion and have currency in the following from the International Fire Service Accreditation Congress (IFSAC) or National Board on Fire Service Professional Qualifications (NPQS/Pro Board):
    • IFSAC or Proboard Firefighter I & II AND
    • IFSAC or Proboard HAZMAT Awareness and Operations AND
    • IFSAC or Proboard Fire Officer 1 AND
    • NREMT EMT-Basic or higher AND
    • Must be able to obtain:
      • Fire Inspector I, and Apparatus Driver/Operator within 1 year of employment AND
      • Must obtain Fire Officer II and Fire Instructor II within two years of entrance on duty.
    • Candidates must possess prior structural firefighting experience. Experience that may be credited: volunteer firefighter, paid call firefighter, and/or structural firefighter with the Federal government or in an equivalent position outside the Federal government; suppressing fires that occur within buildings, ships, vehicles, airstrips and aircrafts, and other non-wildland firefighting. You must clearly demonstrate this experience in your resume, including the months, days and hours per week at which the work was performed in order to be considered.
Structural Fire: The Department of the Interior defines structural firefighting experience as any firefighting experience except wildland firefighting. Structural experience may be gained though work in suppressing fires such as those in buildings, ships, vehicles, airstrips and aircraft, and other non-wildland firefighting. This experience may be gained by serving in a structural firefighting position within the federal government or in an equivalent position outside the Federal government. Periods of structural firefighting gained as a volunteer or paid call firefighter can also be credited. In some instances, candidates may be hired in a dual wildland and structural firefighting role. Candidates must meet the qualifications required for either the wildland or structural fire function.

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-08 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position. Examples of specialized experience could include: (1) performing structure fire prevention inspections, (2) leading an all-hazard response team, (3) applying practical knowledge of National Fire Protection Standards (NFPA) and the International Fire Code (IFC) in assessing buildings or facilities for fire protection and prevention; (4) Utilizing emergency management methods such as first aid; (5) writing accurate reports of performed fire protection inspections to include discovered violations; controlling and extinguishing fires and operating hose lines; and (6) conducting advanced structural fire and emergency medical trainings or lectures. You must include hours per week worked.


Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

There is no substitution of education for experience at the grade level(s) of this announcement.

Conditions of Employment Continued:

  • You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
  • You may be required to work evenings, weekends, holidays, and overtime.
  • You will be required to complete a one-year probationary period.
  • You may be required to travel overnight away from home up to 3 nights per month. You must obtain a government charge card for travel purposes.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
  • Must obtain Fire Inspector I, and Apparatus Driver/Operator within one year of entrance on duty.
  • Must obtain Fire Officer II and Fire Instructor II within two years of entrance on duty.
  • Must complete Department of Interior Motorboat Operator Certification course within one year of entrance on duty.
  • Applicants must be 18 years old.

Physical Demands: The work is sedentary but also requires regular and recurring physical exertion related to structural fire and emergency services operations. Structural fire and all-hazard Emergency Incident Management Team assignments and other field assignments may require an extensive amount of walking, bending, and climbing, and subject the incumbent to hazardous environmental conditions. Can lift up to 75lbs.


Working Conditions: Work is accomplished in an office setting and as well in a hazardous environment within the geographic boundaries of Glen Canyon National Recreation Area. Incumbents engaged in structural fire and all-hazard operations are frequently exposes to high risk and potentially dangerous situations which require a range of safety and other precautions. However, by following safety regulations these falls are minimized. Prolonged periods of rigorous physical exertion are required when hiking trails, and responding to search and rescue, or other emergency situations. The employee uses a variety of personal protective equipment.

The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
