This is an overseas position. You will be subject to and must be able to satisfy the overseas requirements of the 26Jul12 DODI 1400.25 V1230: http://www.esd.whs.mil/Portals/54/Documents/DD/issuances/140025/140025v1230.pdf This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time. If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months. Must be able to obtain and maintain a U.S. Passport. May be required to obtain a VISA dependent on the overseas country's laws/regulations. You will be required to sign the Statement of Understanding for Overseas Employment acknowledging receipt and understanding of the statement of living and working conditions for this location. Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326. Please note that candidates with a current tourist passport are highly desirable. You will be required to obtain and maintain a current valid United States driver’s license. You will be required to successfully complete a pre-appointment physical examination. You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. Qualifications Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Managing and directing firefighter personnel, placement and utilization of fire emergency equipment during emergencies; 2) Developing, implementing and evaluating fire and emergency technical training programs; 3) Analyzing the effectiveness and efficiency of fire protection and prevention service delivery; 4) Designing of training aids and maintaining the training materials up to date in the filing systems; and 5) Obtaining the knowledge of Crash, Structural, Shipboard, High Rise, Nuclear, Hazardous Materials accidents and incidents as well as personal and occupational safety. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. CONDITIONS OF EMPLOYMENT CONTINUED: You will be required to work a 56 hour work week, 112 hour bi-weekly. This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required. Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing. Work requires successful completion of an Emergency Vehicle Operators Course. You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases. This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. Physical and Mental Demands: The incumbent must be physically and mentally capable of performing and supervising firefighting functions during extreme conditions of heat and cold, in hazardous environments, and for extended periods of time. Must be able to wear full protective clothing and self-contained breathing apparatus for long periods without signs of significant exhaustion. The incumbent will be required to lift, bend, pull, stand, walk, crawl and climb often repeatedly and for long periods while conducting training sessions or performing on the fire ground. The incumbent will be required to undergo an annual firefighter physical examination. Expectations: The incumbent, if not already certified, must attend training sessions to achieve instructor certification. This certification must enable the individual to teach and certify department personnel in fire related subjects. Certification must be issued by a state or authority which is recognized by the National Professional Firefighters Board. Work Environment: The training division is of limited organizational complexity and is divided into two categories. Some of the duties will be carried out in the training office setting involving typing, filing, composition and counseling of personnel. The other will be carried out in the field or classroom environment conducting training sessions and practical exercises. You must obtain and maintain any required licensure/certifications. ***This position requires the incumbent to possess the following certifications: Fire Officer III, Fire Instructor II, Fire Inspector II, Airport Firefighter, HAZMAT Incident Commander, and HAZMAT Technician certification. These certifications must have been awarded by DoD, IFSAC or ProBoard to meet the requirement. You are strongly encouraged to attach copies of all of the above certifications with your application.
