The primary purpose of this position is as the Detachment's Senior Advisor for human intelligence operations focused on collection against foreign aviation, air defense, cyberspace, space, missile, and advanced technology capabilities and employment. *Salary ranges include local market supplements. This work is mostly sedentary performed in an office setting. Incumbent is required to undergo a counterintelligence-scope polygraph examination. Certification in Strategic Debriefing Human Intelligence (HUMINT) operations is highly desired. A Bachelor's Degree or course work in international relations, political science, aerospace engineering, computer science, or foreign language capability is highly desired. A Master's degree is desired. Qualifications This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the Professional work category are at the Senior work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Extensive mastery of knowledge and experience in human intelligence (HUMINT) operations as they relate to foreign aviation, air defense, cyberspace, space, missile, and advanced technology capabilities and employment. Must possess extensive knowledge of human intelligence (HUMINT) operational concepts and policies, as embodied in Defense Human Intelligence Enterprise Manual 3301.001: Collection Requirements, Reporting, and Evaluation Procedures; and 3301.002: Collection Operations; current Air Force Instructions on human intelligence; DoD Directive S-5200.37 Management and Execution of Defense Human Intelligence; DoDM 5240.1 Procedures Governing the Conduct of DoD Intelligence Activities; and Executive Order 12333 United States Intelligence Activities (as amended July 2008). Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Comprehensive knowledge of human intelligence collection methods, techniques, and practices in order to mentor unit human intelligence collectors and ensure operations meet DoD and US Government policies and guidelines for effective, safe, and ethical human intelligence activity. 2. Comprehensive knowledge of intelligence oversight, legal rights of US citizens regarding intelligence, and intelligence community standards for operational coordination and de-confliction of human intelligence operations. 3. Knowledge of advanced human intelligence methods to include the operational design, assessment, management, and debriefing of human sources of intelligence in a manner that efficiently answers US Air Force intelligence gaps. 4. Knowledge of the national intelligence community, Joint, DoD structure, organizations, and mission/functions, inter-relationships and operations; and skill in coordinating and de-conflicting operations with DoD entities, US Government agencies, and US Embassies. 5. Skill in communicating effectively with national and DoD human intelligence counterparts, both orally and in writing, in working out solutions to problems or questions related to the work, writing clear and concise proposals and reports, and delivering written and/or verbal presentations to senior level audiences for decision-making purposes. Collecting and reporting information of intelligence value to DoD and intelligence community consumers and tailoring day-to-day work to meet intelligence requirements. 6. Ability to maintain control of classified material, quickly assimilate disparate data, render knowledgeable and accurate assessments of the implications of such data, and make decisions, estimates, and recommendations under conditions of urgency and pressure based on mature judgment and experience, and present and/or justify a position. CONDITIONS OF EMPLOYMENT CONTINUED: 1. This position is covered by the Defense Civilian Intelligence Personnel System (DCIPS), and as such will subject the incumbent to those examinations and/or tests that are necessary to obtain and retain a security clearance and any special accesses required by the position in accordance with AFI 36-1101. This position is a testing designated position and as such requires periodic urinalysis testing. Failure to comply with any of the special requirements, when required, will subject the incumbent of this position to reassignment or disciplinary adverse actions, including demotion or removal. 2. Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. 3. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. 4. The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments. Prolonged periods of sitting, reading and intense data analysis are typical. This work is mostly sedentary performed in an office setting. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
