Qualifications At the GS-11 level: Applicants must have at least one year of specialized experience equivalent to at least the GS-09 level in the federal service. Specialized experience includes experience working with the Oil Pollution Act of 1990 and its policies, regulations and precedents; and experience with pollution removal techniques and practices; developing, presenting, and utilizing briefings to higher management; utilize current PC technology software including Microsoft Office Suite applications; communicate both orally and in writing. OR, Ph.D. or equivalent doctoral degree; OR, 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if related; OR, Combination of education and experience NOTE: Transcripts must be submitted with your application. .At the GS-12 level: Applicants must have at least one year of specialized experience equivalent to at least the GS-11 level in the federal service. Specialized experience includes experience working with the Oil Pollution Act of 1990; and experience of pollution removal techniques and practices, the Incident Command System and structure; experience in the application of administrative, fiscal, budget, personnel and resource management techniques, processes and practices; experience supporting On-Scene Coordinators during spill response and threat mitigation operations .At the GS-13 level: Applicants must have at least one year of specialized experience equivalent to at least the GS-12 level in the federal service. Specialized experience includes experience monitoring and accounting of funds allocated from the OSLTF/CERCLA funds; identifying existing or potential problems or trends and formulating alternatives. Experience presenting controversial study findings and recommendations to higher level officials. Experience recognizing significant financial and environmental program issues, coordinating with specialized staff elements, and understanding information received making it effective and consistent for processing cases. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).
