Backend Web Developers will support the design, development, and management of custom applications and supporting infrastructure through work in web development or DevOps engineering. These positions are located in the Design and Development section of the Consumer Financial Protection Bureau's Technology and Innovation office.

Qualifications

Applicants must meet the following requirements by the closing date of this announcement. You must answer all job-related questions in the job questionnaire.

ELIGIBILITY: Recent graduates who have completed, within the previous two years, a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution or intended graduation is no more than 9 months from date of application. A veteran, who, due to a military service obligation, was precluded from applying to the Recent Graduates Program during any portion of the 2-year eligibility period shall have a full 2-year period of eligibility upon his or her release or discharge from active duty. In no event, however, may the individual's eligibility period extend beyond 6 years from the date on which the individual completed the requirements of an academic course of study. You MUST submit a copy of your DD-214 showing duration and dates of service.

Experience for the CN-40 level: To qualify at CN-40, you must have one year of specialized experience at or equivalent to the CN-30 level in the Federal service. (For qualification purposes, the CN-30 level is broadly equivalent to the GS-07 level). For this position, specialized experience may be defined as:

  • Experience developing custom applications and/or infrastructure to meet requirements; AND
  • Experience writing and editing back-end code; AND
  • Experience in software development, software infrastructure, cloud engineering, DevOps, or cybersecurity.

OR

Education: Master's degree or equivalent; 2 full years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree in a related field of duty.

OR

Combination of Education and Experience: Combinations of successfully completed graduate level education and specialized experience may be used to meet total experience requirements. Only graduate level education in excess of the amount required for the next lower grade level may be combined with experience.

In addition to specialized experience, individuals must have IT-related experience demonstrating each of the four competencies listed below.

  • Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  • Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

TRAINING AND DEVELOPMENT:

  • Orientation program
  • Mentorship throughout the Program.
  • Individual Development Plan to assist with career planning, professional development, and training activities.
  • At least 40 hours of formal, interactive training each year of the Program.
  • Positions may offer opportunity for career advancement.

AFTER PROGRAM COMPLETION: May be converted to a time-limited appointment not-to-exceed 2 years, extended in one year increments for a maximum of 10 years; or converted to a permanent position if available. To be eligible for conversion, Recent Graduates must have:

  • Successfully completed at least 1-year of continuous service in addition to all requirements of the Program.
  • Demonstrated successful job performance.
  • Met the qualifications for the position to which the Recent Graduate will be converted.
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your résumé.

Education

This appointment is being filled under the Pathways Program. The Recent Graduates Program provides individuals, who have recently graduated from qualifying educational institutions or programs, with developmental opportunities in the Federal Government. Participants must have obtained a degree, or completed a qualifying career or technical education program within the preceding 2 years, or intended graduation is no more than 9 months from date of application. If you served in the military after receiving your degree please see the "Qualifications" section below for more information regarding your eligibility. Upon successful completion of the program, if you are a United States citizen, the Bureau may noncompetitively convert a Recent Graduate to a permanent position, or in some circumstances a term appointment in the competitive service.

Education may be substituted for experience as described in "Qualifications."

A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. The locality pay you receive will be determined by your duty station: CFPB Headquarters (Washington, D.C.), or home address if located outside the D.C. locality pay area.

Remote work is approved for the contiguous United States and does not include Alaska, Hawaii, or U.S. territories and possessions.

CFPB uses an experience-based process to set pay for employees. Experience is evaluated and credited using the employee's résumé. To ensure that all of your prior work experience (e.g., internships, volunteer work, details, part-time, self-employment, secondary jobs, etc.) is considered and accounted for, please ensure that your résumé covers the following:
  • your entire work history with specific start and end dates (MM-DD-YYYY) provided for each listed position
  • hours worked per week for each position
  • degrees and the dates conferred (MM-YYYY)

Part-time experience will be credited pro-rata based on a 40-hour work week, while work of 32 hours or more will be rounded up to full-time experience.
