The primary purpose of this position is to provide the Director JPRA Representation to other US Intelligence Community (USIC) agencies in the National Capital Region (NCR). The incumbent is the dedicated liaison officer to advise and assist USIC partners in developing a whole of government Personnel Recovery (PR) program and leveraging the IC capabilities in support of Personnel Recovery.

This is an excepted-service, Defense Civilian Intelligence Personnel System (DCIPS) position aligned under authorities of Section 1601, Chapter 83 of Title 10, United States Code and DoD Instruction 1400.25-V2007.
Overtime may be required as workload demands. Non-standard work hours are regularly required.
Mobility is a condition of employment. The employee must sign an Air Force-wide mobility agreement.
Incumbent is required to perform frequent TDY (JTR, Vol. 2), traveling by regularly scheduled passenger flights on military or civilian aircraft, in performance of duties.
Qualifications
This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Knowledge of doctrine, plans, policies and procedures that govern the operational level of war with specific knowledge of the joint task force operations, intelligence or plans support. Knowledge within the intelligence career field, enough to equip the individual to reach difficult decisions regarding the development of new methods, approaches and procedures to meet continuing program changes and conflicting/competing requirements. Knowledge of DoD intelligence matters to include, but not limited to policy, doctrine, TTPs, evasion aides, SERE Training, reintegration, and operational support capabilities of the DoD and other Government Agencies. Knowledge of, and working experience with, sensitive compartmented programs designed to support requested intelligence support/training. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of the national/strategic and theater/operational intelligence capabilities. Subject Matter Expertise providing operational intelligence support to PR operations at all levels of command. Thorough knowledge of operational PR Intelligence Support doctrine, operations, tactics, techniques, procedures, publications, and national level intelligence support to personnel recovery.
Knowledge of or experience with the organization, roles, and functions of the U.S. Intelligence Community (USIC), Department of Defense, Defense Intelligence Enterprise, JCS, the Combatant Commands, and other government agencies involved in overall planning and execution of personnel recovery operations and activities is required.
Full knowledge of the DoD; and U.S. intelligence community organizational structure, responsibility, relationships, resources, procedures, and their production and requirement guidelines as well as dissemination procedures and practices.
Knowledge of Executive Order 12333 United States Intelligence Activities, DoD Regulation 5240.1R Procedures Governing the Activities of DoD Intelligence Components the Affect United States Persons, ICD 203 Analytical Standards, ICD 304 Human Intelligence, DIAM 58-12 DoD HUMINT Management System, DoD instruction 3115.1H Intelligence Support to DoD Personnel Recovery, DoD Directive 3002.01 PR in DoD, DoD Instruction 3002.03 DoD PR-Reintegration of Recovered Personnel, Joint Publication 3-50 Personnel Recovery, CJCS 3270.01 Personnel Recovery, National SIGINT Support to Personnel Recovery CONOP, and other core Charter documents.
Knowledge of with, sensitive compartmented programs designed to support requested operational support.
Ability to communicate effectively, both orally and in writing, and interact with Senior Executives, General Officers, O-6s, and GS-14/15s on a daily basis.
CONDITIONS OF EMPLOYMENT CONTINUED:
1. Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
2. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
