Summary This position is part of the, The Privacy and Civil Liberties Oversight Board. The incumbent will be responsible for supporting the Board's review of national security programs, including evaluating and describing the technical elements of counterterrorism programs and providing technical analysis of these programs' potential risks to, and protections of, privacy and civil liberties. Qualifications For the GS-13 and GS-14 Equivalencies: Must hold a bachelor's or equivalent degree in the following fields of study: Computer Science, Engineering, Mathematics, or other similarly related field of study. For the GS-14 Equivalency: Must hold a graduate or equivalent degree in the following fields of study: Computer Science, Engineering, Mathematics, or other similarly related field of study; OR have 3 years relevant work experience equivalent to the GS-13 grade level. -AND- At the AD-00 level (GS-13 Grade Equivalency), you must meet the following qualification: One year of specialized experience equivalent to at least the GS-12 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to: researching, reviewing and analyzing federal counterterrorism programs; determining how technologies are used as part of government programs (or comparable programs); maintaining knowledge of developments in any areas of technology or science pertinent to government national security, counterterrorism, law enforcement, or intelligence programs; developing investigative plans; utilizing superior oral and written communication skills; and experience analyzing privacy and civil liberties-related issues and national security. At the AD-00 level (GS-14 Grade Equivalency), you must meet the following qualification: One year of specialized experience equivalent to at least the GS-13 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to: researching, reviewing and analyzing federal counterterrorism programs; leading projects or teams in determining how technologies are used as part of government programs (or comparable programs); maintaining knowledge of developments in any areas of technology or science pertinent to national security, counterterrorism, law enforcement, or intelligence programs; developing investigative plans; evaluating efforts to protect the nation from terrorism; utilizing superior oral and written communication skills; and experience analyzing privacy and civil liberties related issues and national security. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
