Summary The mission of the National Counterintelligence & Security Center is to lead and support the U.S. Government's counterintelligence (CI) and security activities critical to protecting our nation; provide CI outreach to U.S. private sector entities at risk of foreign intelligence penetration; and issue public warnings regarding intelligence threats to the U.S. Learn more about this agency Requirements Conditions of Employment Must be a U.S. Citizen residing in the United States Appointment is subject to a suitability or fitness determination, as determined by a completed background investigation. Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI) Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. A two-year trial period is required for all new permanent appointments to the ODNI. Qualifications Mandatory Requirements: A minimum of eight years of successful experience in the personnel security discipline and familiarity with personnel vetting reform efforts (TW 2.0). Extensive knowledge of applicable federal laws, Presidential Directives, and Executive Orders; as well as, IC and USG policies, directives, and standard operating procedures relating to personnel vetting with familiarity in the following disciplines: insider threat, counterintelligence, and polygraph. Demonstrated written and oral communication skills with demonstrated ability to articulate complex intelligence issues to a wide, audience, including the ability to write policy or analytic products for the senior U.S. Government officials and the IC workforce. Demonstrated ability to work independently and in a collaborative environment effectively with senior officials, management, teams, and colleagues. Demonstrated interpersonal, organizational, critical thinking and problem-solving skills. Demonstrated ability to build and sustain professional networks and collaborate with both management and staff to continuously improve community relationships, products, and services. Desired Requirements: Extensive experience and demonstrated success developing and coordinating policies, directives, and standard operating procedures. Extensive knowledge of the U.S. Government and its IC components, missions, and interrelationships and experience working either with or in a major U.S. Government or IC organization; extensive understanding of the authorities, roles, and responsibilities of the organizations within the IC community. Demonstrated experience working in more than one Executive Branch agency or federal agency. Education: Bachelor's degree or equivalent experience as determined by mission specialty area. Salary Determination: The ODNI uses a rank-in-person system in which rank is attached to GS employees on the basis of individual qualifications, experience, and performance. Individuals whose current GS grade is equivalent to the grade of the advertised position will retain their current grade and step. Individuals who transfer to the ODNI from a non-GS pay scale will have base pay converted to the appropriate GS grade and step as determined by the Director/ Human Resource Management. On occasional instances when a current federal civilian employee applies for an ODNI position that is a lower grade than his or her personal grade, the candidate's personal grade will be downgraded to the grade of the advertised ODNI position and pay will be set at the step that is closest to but not less than the employee's current annual base rate of pay, not to exceed the maximum rate (i.e., step 10) of the GS grade to which assigned.
