Summary

- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

- This is a bargaining unit position.
- You will be required to obtain and maintain a current valid United States driverβs license.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This is a non-critical sensitive position requiring access to IT II system and/or access to PII Position may require the employee to obtain and maintain eligibility for a secret security clearance.
- You will be required to complete an access Nation Agency Check Investigation (ANACI), via the SF-86 Security Form.
- You will be required to obtain and maintain national certification as an Accredited Financial Counselor.

Education
Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess:
Degree: behavioral or social science; or related disciplines appropriate to the position.
OR
Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
OR
Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
Specialized Experience for the GS-09 may be substituted with the following education:2 years of progressively higher level graduate education leading to a master's degree.
OR
master's or equivalent graduate degree.

This announcement uses the Certain Personnel of the DoD direct hire authority to recruit and appoint qualified candidates to positions in the competitive service.
This position is covered by the Department of Defense Priority Placement Program.
A 40 hour work week is typical for this position.
This position is being recruited at the full performance level.
Certain incentives (such as Recruitment, Relocation or Student Loan Repayment) may be authorized to eligible selectees.
A relocation incentive is generally a single payment intended to offset some of the relocation costs experienced by the selectee. A relocation incentive may be authorized.
Relocation incentives as described in 5 USC 5753 may be authorized in accordance with applicable regulations. PCS is not authorized.
PHYSICAL DEMANDS:
The regular and recurring work performed involves sitting at a desk and sitting in conferences and meetings. Duties may require some travel to different offices, military and civilian, within the local area and local travel. Hours may vary depending on client needs and will require some evenings and weekends. Incumbent may be required to carry objects such as overhead projectors weighing twenty five pounds or less.
WORK ENVIRONMENT:
Work is normally performed in an office setting. Duties may require some travel to different offices, military and civilian, within the local area, as well as occasional travel to areas away from the FFSC.
Incumbent may be required to board Navy vessels to provide FFSC programs to crewmembers while the ship is in port or underway in route to homeport from last port call. Employee must be able to traverse ladders on board Navy vessel.
In cases of emergency situations involving military families, incumbent may be on a twenty-four hour, seven-day week, on-call status. Situations will be interpreted by higher authority as to determination of an emergency but, in most cases, would be natural disasters or disasters at sea to ships and/or planes.
A tentative offer of employment will be rescinded if the selectee fails to meet the pre-employment requirements, including failure to report to any of the scheduled appointments.
