This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required. The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. This position is subject to a pre-employment screening, and random testing thereafter. Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time. Must be a graduate of an Air Traffic Control school or comparable formal Air Traffic Control schooling. Must possess or be able to obtain a valid Air Traffic Control Specialist Certificate and/or Control Tower Operator Certificate. Must meet and maintain the physical standards set forth in Civil Service Handbook X-118 and AR 40-501 (Class IV Standards) prior to appointment. A maximum age of 36 years is established for the first time entry into air traffic control positions covered by Public Law 92-297 and IAW with DoD Civilian Personnel Manual 1400.25-M, Subchapter 331.6.3. In accordance with Army Regulation 1-13, Release of Personnel, incumbent's position has been designated as an Emergency position. Should there be a general dismissal authorization due to adverse weather conditions or other emergency situation (specified by organizational criteria) incumbent will remain on the job. Qualifications Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized experience: One year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes experience: 1) Advising pilots of traffic patterns, weather/airfield conditions. 2) Giving clearance for landing/take off in a military or civilian air traffic control facility. In addition to meeting the specialized experience requirement above, applicants must also be a graduate of a DoD component or FAA approved formal Air Traffic Controller school and possess an Air Traffic Control Specialist (ATCS) (Radar) OR Control Tower Operator (CTO) certification for the GS-11. (You must include copies of certifications with your application package for verification) Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone-no substitution of education for experience is permitted. This position may offer a recruitment bonus to individuals who are newly appointed as civilians in the Federal Government. You are considered newly appointed if this is your first appointment as a civilian employee in the Federal Government or if you have a minimum of a 90-day break in service from a previous Federal civilian position. You may qualify with a break in service of less than 90 days only if your previous Federal civilian appointment was a time-limited or non-permanent appointment. You will be required to sign a service agreement prior to your entry on duty. This position may offer a relocation incentive to applicants if they are a current Federal government employee who is relocating from more than 50 miles from Fort McCoy. You will be required to sign a service agreement prior to your entry on duty. This position may offer the Student Loan Repayment program (SLRP). Participants must sign a service agreement prior to your entry on duty and maintain an acceptable level of performance to remain eligible for this program. Salary negotiations for candidates new to Federal service may be authorized.
