Summary
This position is located within the Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), Enforcement and Removal Operations (ERO), ICE Health Service Corps (IHSC), Office of Deputy Assistant Director of Clinical Services- IHSC Clinical Services Support Unit. The incumbent will report directly to the National Infectious Disease Program Lead. This is a non-supervisory position.
This position is only open to USPHS officers and Call to Active Duty (CAD) candidates.

- Service Remaining Requirement Agreement: Upon appointment to this position, officers will be required to serve an 18 to 24-month commitment to IHSC.
- Applicants must be a current USPHS Commissioned Corps Officer or USPHS Call to Active Duty (CAD) candidate. Civilians are not eligible for this position.
Qualifications
PHYSICAL DEMANDS:
- Must be able to perform duties in a fast-paced environment without physical limitations.
- Sitting and/or standing for extended periods of time [6-8 Hours].
- Performing repeated bending motion.
- Average manual dexterity for computer operation.
- Phone/laptop use for telephonic/virtual meetings for extended periods of time.
Education
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
- Professional background in epidemiology and public health or related field.
- Must have successfully completed a course of study at an accredited college or university leading to a Master's degree or higher degree, in academic field related to the public health medical field, health sciences or allied sciences.
- Experience as an epidemiologist, minimum of four years, preferably associated with a custody setting.
- This position may be filled by an officer in any professional category within the PHS.
a. If the incumbent holds a clinical license, it is the responsibility of the incumbent to fulfill the obligation(s) of their licensing or certifying body to maintain current status. This position will require performance of clinical activities with the scope of clinical license. b. Continuing education requirements must be met as required for licensing and board certification maintenance. c. As a clinician, you will be placed on a rotational internal TDY schedule to assist with field clinical operations and obtain clinical hours. Performing clinical duties at an IHSC facility may require working any shift (morning, evening, nights) to include weekends or holidays. - Proficiency with a broad range of epidemiologic skills for collecting, managing, analyzing, and interpreting quantitative and qualitative information.
- Proficiency with epidemiologic analysis using SAS statistical software.
- Experience with public health practice and public health surveillance.
- Flexibility in applying analytical public health skills and knowledge in a detention health services environment.
- Demonstrated expertise with analytic thinking and articulating thoughts verbally and in writing at a level that requires no more than minor technical editing.
- Proficiency with presentation of scientific and public health information.
- Ability to build and maintain excellent relationships with multidisciplinary teams.
- The incumbent must fulfill the obligation(s) to maintain professional currency.
- High degree of independence, initiative and follow-through.
- Ability to embrace and support leadership initiatives and teamwork.
- Proficiency with Microsoft Office software and SharePoint.
Additional information
The public health analyst (PHA) will serve as a resource to all IHSC-staffed facilities under the supervision of the National Infectious Diseases (ID) Lead. The incumbent works collaboratively with agency providers as well as local, regional and national clinical and operational leadership to provide epidemiological guidance, consultation, and mentoring during the provision of infectious disease programmatic initiatives. The responsibilities include agency-specific infectious disease surveillance, data management and reporting. The incumbent provides technical consultation, response coordination and training.
IHSC has a multi-sector, multidisciplinary workforce of more than 1,400 employees, including U.S. Public Health Service (PHS) commissioned officers, federal civil servants, and contract staff. The IHSC provides on-site direct patient care to ICE at 18 detention facilities throughout the country and manages the provision of off-site medical care for noncitizens housed in approximately 240 additional non-IHSC facilities. The ICE noncitizen population is approximately 34,000 noncitizens, with an average length of stay of approximately 30 days, and over 400,000 noncitizens annually. The IHSC also provides medical support during ICE enforcement operations in the air, on the ground and at sea.
SUPERVISORY CONTROLS:
The incumbent reports to and works under the supervision of the National Infectious Disease Program Lead.
The employee receives general direction from the National Infectious Disease Program Lead and supervisory chain who outlines assignments and projects, establishes timeframes, and provides guidelines for scope of the assignment and possible approaches for completion of work. The employee independently develops work plans for the accomplishment of assigned objectives, carries out, assignments and advises the supervisor of changes, precedent setting, or controversial issue.
