Summary This position is located in the Treasury Inspector General for Tax Administration (TIGTA), Principal Deputy Inspector General, Office of Data Analytics. The Chief Data Officer (CDO) serves as the chief line official for day-to- day executive leadership and direction over the full scope of data management for TIGTA. MANDATORY EXECUTIVE CORE QUALIFICATIONS - These responses must be uploaded with your application. Applications with blank or perfunctory responses to the ECQs will not be considered. As a basic requirement for entry into the Senior Executive Service (SES), you must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability; and that is directly related to the skills and experience outlined under the Executive Core Qualifications (ECQs) and Technical/Professional Qualifications (TPQs) listed below. Typically, experience of this nature is gained at or above the GS-15 grade level in the federal service or its equivalent with state or local government, the private sector, or non-governmental organizations. All applicants must submit a written narrative response to the following ECQs. Your narrative must address each ECQ separately. These responses must be uploaded with your application. Structure your ECQ statements in terms of actions you have taken, the context or environment in which the action was taken, and the outcome or results of those actions (Challenge - Context - Action - Result (CCAR) model). Please be advised the individual selected for this position will likely require certification by a Qualifications Review Board (QRB) conducted by OPM, prior to receiving the Senior Executive Service (SES) appointment. Your responses are required for each of the ECQs, unless you have had your ECQs previously certified by an OPM QRB for the SES. If you completed an SES probationary period, or did not have to serve one, and were removed for a reason that made you ineligible for reinstatement to the SES, you will need a new QRB certification. If you already have been certified by an OPM QRB, submit proof such as a copy of the certification or an SF-50 showing SES Career Status. Your SF-50 should show a code 4 in block 34. If it shows a code 3, you must address the ECQs or provide a copy of the OPM certification. You will be evaluated on the following ECQs: ECQ 1 - Leading Change: The ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment. ECQ 2 - Leading People: The ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts. ECQ 3 - Results Driven: The ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. ECQ 4 - Business Acumen: The ability to manage human, financial, and information resources strategically. ECQ 5 - Building Coalitions: The ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. TPC 1: Demonstrated executive/senior leadership experience supervising a wide array of specialists who are dedicated to providing and supporting a comprehensive portfolio of data-related products and services, including advanced statistical analysis, dynamic visualizations, dashboard and tool development, and support for evidence-based decision-making. TPC 2: Demonstrated executive/senior leadership experience in the development and management of data strategy, policy, risk management and governance. Such experience must also demonstrate ability to coordinate both internal and external efforts on data management and governance. Education To be qualified for this position, you must meet the basic educational and/or work experience requirements for Data Scientist positions in the federal government. These requirements are: A) A degree in mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position. OR B) A combination of education and experience with courses equivalent to a major field of study (30 semester hours/45 quarter hours) as shown in paragraph A above, plus additional education or appropriate experience. The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the OPM instructions. A one year Senior Executive Service (SES) probationary period may be required. Must successfully complete a background investigation. Top Secret/SCI - Background Investigation will be required. Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency. You will be required to regularly report to the Duty Station listed above. While teleworking is an option, approval is at management's discretion based on duties, business needs, performance, etc. Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer. Further, all TIGTA employees are subject to an employee tax compliance program to ensure that employees fulfill their personal tax responsibilities. This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time.
