Summary This position is located in the Grant and Loan Program Development Division of the Office of Railroad Development (RRD), Federal Railroad Administration (FRA), in Washington, D.C. The Grants Management Specialist position was established to manage and administer FRA's grants/cooperative agreements, ensure compliance with all applicable terms and regulations, and achieve programmatic success. Direct Hire Authority will be used to fill this position CONDITIONS OF EMPLOYMENT: SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service. GOVERNMENT TRAVEL CARD: This position involves travel.  A government contractor-issued travel card will be issued and must be retained for official business only. PROBATIONARY PERIOD: Applicants may be required to successfully complete a one-year probationary period (unless already completed). TELEWORK ELIGIBILITY: This position may be eligible for occasional and/or regularly scheduled telework. The number of telework days approved will be determined by your immediate supervisor or manager following the agency’s telework policy and guidance. If participating in the telework program, you will be required to sign a telework agreement detailing agency telework policy requirements, working conditions, and expectations for the position. REMOTE WORK: This position may be eligible for remote work, which does not require reporting to the agency worksite location on a regular basis. If selected for a remote work location, you will be required to sign a remote work agreement detailing agency remote work policy requirements, working conditions, and expectations for the position. If selected for a remote work position, you must have access to high-speed internet and cell phone service meeting current Agency standards from the approved work location within the Contiguous United States and sign a remote work agreement. RAILROAD STOCK: Pursuant to 5 C.F.R. Parts 2635.403 and 6001.104, all FRA employees (or spouses or minor children of FRA employees) are specifically prohibited from holding railroad stock (including shares of Berkshire Hathaway, Inc. which owns 100% of BNSF), whether held outright, in an IRA, or in a 401(k) or other plan. (Employees may hold a mutual fund which invests in railroad stocks, so long as the mutual fund does not invest more than 30% of its assets in such prohibited investments.) Employees having a prohibited financial interest must divest themselves of railroad stock within 90 days after their appointment to their positions. Neither the rule against holding railroad stock, nor the divestiture period, is in any way affected by the existence of re-employment rights which employees might have with railroad companies. Nor is there any monetary threshold for applicability of the rule against ownership of railroad stock; all dollar amounts are prohibited. Qualifications To determine which grade(s) you may be eligible for, review the following grade specific details.  You will be asked a few questions as part of your application but make sure to verify how you meet this experience in your resume.   For the GS-11: On Experience, you must have at least one year of specialized experience, equal or equivalent to the GS-09 grade level, which included: Experience applying grant management principles for the purpose of administering, analyzing and evaluating grant programs to ensure and maintain compliance. Experience using automated grant management, budgetary and grant management systems to resolve issues develop and analyze miscellaneous reports. Or on Education, you must have a Ph.D. or equivalent doctoral degree; OR 3 years of progressively higher level graduate education leading to such degree, You can also have a combination of graduate education and experience.  This must be fully supported by your resume and transcripts, provided with your application. For the GS-12: You must have at least one year of specialized experience, equal or equivalent to the GS-11 grade level, which included: Experience applying automated grant management, budgetary and grant management systems to resolve issues, develop and analyze reports, manage grant resources, and develop recommendations for systems and/or business process changes. Experience applying grant analysis principles and program requirements to evaluate, assess, and make recommendations related to the review of grant proposals. For the GS-13: You must have at least one year of specialized experience, equal or equivalent to the GS-12 grade level, which included: Experience working independently in the management of grants management systems and processes. Experience in all phases of the grant management lifecycle, from pre-award to closeout. Experience applying grants management regulations, policies, and best practices to funded projects and making recommendations to internal and external stakeholders. You cannot qualify on education at the GS-12 & 13 levels; you must have experience. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Administration and Management- Knowledge of planning, coordination, and execution of business functions, resource allocation, and production. Financial Management- Understands the organization's financial processes. Prepares, justifies, and administers the program budget. Oversees procurement and contracting to achieve desired results. Monitors expenditures and uses cost-benefit thinking to set priorities. Customer Service- Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Written Communication- Writes in a clear, concise, organized, and convincing manner for the intended audience. For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).  Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience. Students enrolled in a qualifying degree program can apply to the GS-11 grade based on education if the anticipated graduation date is within six months of the closing date of this announcement. If selected, the final transcript must be received before your start date. Other applicants must meet all qualification requirements by the closing date of this announcement.
