Summary
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for STRL Mission Support to recruit and appoint qualified candidates to positions in the competitive service.

This is a Financial Management Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012.
This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
Qualifications

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: Your resume must clearly describe at least one year of specialized experience equivalent to the DE-02 pay band or equivalent grade level (GS-11) which includes:
1) perform all aspects of the planning, analysis, formulation, justification, presentation, and review of current and multi-year budgets that support a research, development and engineering center;
2) provide expert guidance and assistance in support of budget development and execution requiring budget and accounting systems expertise;
3) interpret and enforce budgetary policies/guidance and fiscal law;
4) demonstrated training and experience in developing and executing budgets
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
US Army Combat Capabilities Command DEVCOM, Soldier Center is participating in an alternative personnel system known as the Laboratory Personnel Demonstration Project. The DE-03 extended pay band is equivalent to the GS-12 step 1 to GS-14 step 10 level.
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
