Area 3 - All other current military members who are eligible to join the Alaska Army National Guard. PDCN: D0910000 (GS-09) / D2785000 (GS-07) Selecting Supervisor: Allison Brandenburgh Learn more about this agency Requirements Conditions of Employment Alaska Army National Guard membership is required. Males born after 31 December 1959 must be registered for Selective Service. Federal employment suitability as determined by a background investigation. May be required to successfully complete a probationary period. U.S. Citizenship and Secret Clearance is required. Bargaining Unit: Bargaining APPOINTMENT FACTORS: Excepted/Enlisted in the Alaska Army National Guard. MILITARY GRADE REQUIREMENT: Due to the nature of this position, the minimum military grade is Private First Class (PFC/E3) and the maximum military grade is Sergeant First Class (SFC/E7). Incumbent is subject to termination due to loss or reduction in funding for this position. Must be able to obtain and maintain the appropriate security clearance of the position. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. Qualifications GENERAL EXPERIENCE is experience, education, or training which has provided the applicant with a general knowledge of one or more aspects of the supply field. Experience using computer and automation systems. SPECIALIZED EXPERIENCE / EDUCATION is experience/education which is directly related to the position to be filled and which has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of this position. To qualify for this position at the GS-07 level, you must meet the Specialized Experience, Education, or a combination of both as described below: Specialized Experience - Must have at least 1-year specialized experience equivalent to at least the next lower grade, GS-05. Performs developmental assignments of moderate difficulty where work procedures are established, and a number of specific guidelines exist. Experience with the practical application of basic Supply principles, concepts, and techniques. Independently performs recurring assignments of limited, but gradually increasing, difficulty and complexity. Analyzes routine problems that are encountered and resolves them. Assists in preparing reports and briefings outlining study findings and recommendations. Prepares written correspondence and other documentation. OR Education - Possess 1 full year of graduate level education or superior academic achievement. NOTE: In order to be considered for this position using education as a basis of qualification, you must submit a copy of your transcripts. OR Combination - A combination of Specialized Experience and Education as described above. Only graduate education in excess to 4-year course of study leading to a bachelor's degree may be used when combining education and experience to meet the total qualification requirements. NOTE: In order to qualify for this position using a combination of experience and education, you must submit a copy of your transcripts. To qualify for this position at the GS-09 level, you must meet the Specialized Experience, Education, or a combination of both as described below: Specialized Experience - Must have at least 1-year specialized experience equivalent to at least the next lower grade, GS-07. Experience analyzing, developing, evaluating to improve supply programs, policies, procedures, techniques, etc. Experience involving the control of supply stocks and accounting for equipment. Knowledge of supply functions, cataloging, maintenance, and disposal procedures. Experience in cost estimates, budgets, or funding management. Experience conducting extensive searches for required information; reconstruct records for complex supply transactions; and/or provide supply operations support. Experience requiring person-to-person contacts to convey information and ability to compile reports, letters, memoranda, etc. Formulates and recommends operating procedures to achieve optimum support to the logistics program on matters pertaining to property accountability. Develops and provides data for property accountability of supported units/activities. Directs and provides written technical guidance to unit/activity representatives involving property book procedures and functions. Analyzes results of property book reconciliations to determine if systemic problems exist. Analyze trends for effectiveness and efficiency. OR Education - Possess a master's, an equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree. NOTE: In order to be considered for this position using education as a basis of qualification, you must submit a copy of your transcripts. OR Combination - A combination of Specialized Experience and Education as described above. Only graduate education in excess to 1 full year of graduate level education may be used when combining education and experience to meet the total qualification requirements. NOTE: In order to qualify for this position using a combination of experience and education, you must submit a copy of your transcripts. EXPERIENCE REQUIREMENTS: Resume must have complete dates and hours worked per week for each occurrence of both civilian and military employment (Example: 2 JAN 1980 to 3 MAR 1981; 0800-1630 M-F or JAN 1980 to MAR 1981; 40 hrs/wk) Use of year only will result in disqualification. The duties listed must fully substantiate -in your own words- that you meet the minimum requirements and specialized experience listed above, in detail; otherwise, you will not be considered qualified for this position. Length of time is not of itself qualifying. Your experience will be evaluated on the basis of duties performed. Your record of experience and/or training must show possession of the following knowledge, skills and abilities needed to fully perform the duties of the position: --Practical knowledge of a wide range of well-established and commonly applied supply principles, concepts and methodologies in one or more of the technical supply specializations. --Ability to perform recurring kinds of assignments, operations and/or procedures in providing services and resolving issues and problems of a procedural nature in supply operations, planning or program management. Utilizes knowledge of cost, existing policies and procedures in accomplishing work assignments. --Ability to analyze information and trace sequence of transactions to resolve problems. --Ability to direct the work of subordinate employees in accomplishing the work of the unit. Additional information - INDEFINITE: Indefinite employees may be separated with a 30 days' notice. Indefinite employees may be converted to permanent without further competition. AKNG permanent technician will retain their permanent status if selected for this position, and may be promoted, reassigned or changed to lower grade if selected for this position, and will be required to return to their permanent position unless action is made on a permanent basis. Permanent authorization may not cross service boundaries, or funding categories, (i.e., ARNG to ANG, or 176th WG to 168th WG). - The duties and responsibilities of your job may significantly impact the environment. You are responsible to maintain awareness of your environmental responsibilities as dictated by legal and regulatory requirements, your organization, and its changing mission. - If you are a current Federal employee or former Federal employee, you must submit a copy of your latest SF-50 "Notification of Personnel Action" and/or a copy of the SF-50. You may submit your most recent performance appraisal. - The National Guard is exempt from the Veterans Preference Act. Submission of a copy of your DD-214 is not required unless you are hired for technician position. - If you are a male applicant who was born after 12/31/59 and are required to register under the Military Selective Service Act, the Defense Authorization Act of 1986 requires that you be registered or you are not eligible for appointment in this agency. - Cost of Living Allowance (COLA): Entitled to 1.69% COLA in addition to base salary, subject to change. - Direct Deposit Program: If selected for technician position with the Alaska National Guard, you will be required to participate in the Direct Deposit Program.
