Summary
THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.
This National Guard position is for a SOCIAL WORKER, Position Description Number T59128P1 and is part of the 116TH ACW, Air National Guard.
This is a full-time, Excepted Term Not To Exceed 3 Years position, which does not require National Guard Membership.

Master’s in Social Work from an institution accredited by the Council on Social Work Education is highly desired. Other mental health degrees and training as identified in AFI 44-119 (Medical Quality Operations) are acceptable.
Must be able to obtain and maintain the appropriate security clearance.
Selective Placement Factor: Possess a current, unrestricted license to practice clinical social work independently in any one of the 50 states, the District of Columbia, Puerto Rico, or the U.S Virgin Islands.
Must be privileged for independent practice by the Credentials Committee at the employing Medical Treatment Facility.
A minimum of two (2) years within the past five (5) years in the independent practice of clinical social work is highly desired.
Position requires Basic Life Support (BLS) in accordance with local MDG policies. Must be obtained with 6 months of onboarding.
Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
Incumbent may share on-call duty during weeknights and/or weekends on a rotational basis as required consistent with other mental health professionals of the same specialty performing like duties.
This position may be identified as having “regular contact with children,” requiring a State Criminal History Repository (SCHR) check to be completed on any person selected for the position.
Completion of appropriate clinical and administrative duties may involve “after hours” care or work in addition to regular duty hours.
This position is designated as Essential Personnel and may be subject to duty in preparation for a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
Qualifications
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. SPECIALIZED EXPERIENCE: To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: providing support for recruitment and placement, military technician compatibility, permanent change of station moves, pay setting, recruitment and retention allowances, and reduction-in-force. Accomplishes work through the use of a variety of automated personnel systems and programs.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work.
Licensure. Persons hired or reassigned to social worker positions in the GS-0185 series must be licensed or certified by a state to independently practice social work at the master's degree level. For award and retention of cited military skills, officers must possess valid and current licenses
issued by a U.S. jurisdiction at a level allowing independent clinical social work practice.
English Language Proficiency. Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f).
Grade Determinations: In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates.
Social Worker, GS-12:
Experience/Education. The candidate must have at least two years of experience post advanced practice clinical licensure and should be in a specialized area of social work practice of which, one year must be equivalent to the GS-11 grade level. Senior social workers have experience that demonstrates possession of advanced practice skills and judgment. Senior social workers are experts in their specialized area of practice. Senior social workers may have certification or other post-masters training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship or equivalent supervised professional experience in a specialty.
AND
Licensure/Certification. Individuals assigned as Senior Social Worker must be licensed or certified by a state at the advanced practice level which included an advanced generalist or clinical examination, unless they are grandfathered by the state in which they are licensed to practice at the advanced practice level (except for licenses issued in California, which administers its own clinical examination for advanced practice) and they must be able to provide supervision for licensure.
AND
Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs:
(a) Skill in a range of specialized interventions and treatment modalities used in specialty treatment programs or with special patient populations. This includes individual, group, and/or family counseling or psychotherapy and advanced level psychosocial and/or case management.
(b) Ability to incorporate complex multiple causation in differential diagnosis and treatment within approved clinical privileges or scope of practice.
(c) Knowledge in developing and implementing methods for measuring effectiveness of social work practice and services in the specialty area, utilizing outcome evaluations to improve treatment services and to design system changes.
(d) Ability to provide specialized consultation to colleagues and students on the psychosocial treatment of patients in the service delivery area, as well as role modeling effective social work practice skills.
(e) Ability to expand clinical knowledge in the social work profession, and to write policies, procedures, and/or practice guidelines pertaining to the service delivery area.
Education

Master's degree in Social Work from a graduate school of social work accredited by the Council on Social Work Education (CSWE) and acceptable to The Surgeon General.
