Job Description
Summary
This position is situated in the USDA Office of Tribal Relations and serves as the 1994 Tribal Colleges and Universities Program Liaison for the Great Lakes area (Minnesota, Michigan, Wisconsin). The Liaison is responsible for developing relationships with Native American-serving educational institutions, Native American students, farmers, ranchers, foresters, and Tribal Nations and Tribal communities in the region to inform them on USDA programs and resources.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including the selective placement factors, and specialized experience and/or education, as defined below.
Selective Placement Factor: This position includes Selective Placement Factors (skill, knowledge, ability, or other worker characteristic basic to - and essential for - satisfactory performance of the job). Applicants must have expert knowledge/experience in:
- Expert experience working with and for tribal communities in the states of Wisconsin, Minnesota, and Michigan, and
- Working with tribal colleges or on behalf of American Indian students located in Wisconsin, Minnesota, and Michigan, and
- Expert knowledge in American Indian cultural competencies located in Wisconsin, Minnesota, and Michigan.
Minimum Qualifications for the GS-09:
To qualify for the GS-9 level, you must possess at least one year of specialized experience equivalent to the GS-7 level or higher in Federal service, or comparable experience not gained through Federal service. This experience must include all of the following:
- Assisting in the recruitment of internship/scholarship programs for Tribal Colleges and Universities located in Wisconsin, Minnesota, and Michigan; and
- Assisting with advocating for Tribal Colleges and Universities and Tribal Nations during meetings or presentations located in Wisconsin, Minnesota, and Michigan.
Education Substitution: master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B., or J.D., if related.
OR
Combination of Education and Experience: A combination of graduate-level education and experience, as described above, may be used to qualify for this position. This combination must have equipped you with the necessary knowledge and/or experience to successfully perform the duties of this position. Combinations of experience and education must total at least 100% as outlined in OPM Qualifications policy.
Minimum Qualifications for the GS-11:
You must possess at least one year of specialized experience, equivalent to the Federal GS-9 level or higher, that has equipped me with the necessary knowledge, skills and abilities to successfully perform the duties of this position. For this position, specialized experience includes all of the following:
- Recruiting students for Tribal Colleges and Universities' internship/scholarship programs by attending open houses and career fairs located in Wisconsin, Minnesota, and Michigan; and
- Advocating for Tribal Colleges and Universities and Tribal Nations during meetings or presentations located in Wisconsin, Minnesota, and Michigan.
Education Substitution: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related.
OR
Combination of Education and Experience: A combination of graduate-level education and experience, as described above, may be used to qualify for this position. This combination must have equipped you with the necessary knowledge and/or experience to successfully perform the duties of this position. Combinations of experience and education must total at least 100% as outlined in OPM Qualifications policy.

For this position, specialized experience includes all of the following:
- Recruiting students for Tribal Colleges and Universities' internship/scholarship programs by attending open houses and career fairs located in Wisconsin, Minnesota, and Michigan; and
- Advocating for Tribal Colleges and Universities and Tribal Nations during meetings or presentations located in Wisconsin, Minnesota, and Michigan; and
- Providing advice and counsel to Tribal Colleges and Universities students and Tribal Nations communities on an organization's programs and services located in Wisconsin, Minnesota, and Michigan.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

- The salary listed is the base salary for the GS-9, step 1 through the GS-12, step 10. Total salary will be based upon the grade, step and location of the selectee. Please see the 2024 General Schedule (GS) Locality Pay Tables for more information.
- While this position is remote, it is remote within the Great Lakes: Wisconsin, Minnesota, and Michigan. The incumbent must reside within one of the states or Indian reservations listed within the Great Lakes. The incumbent will be required to travel and make significant site visits to rural Indian reservations and rural Tribal Colleges within the Great Lakes. No relocation costs will be provided for incumbent to move/relocate to their preferred service area.
