Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326. The DON does not employ individuals for Law Enforcement Officer positions who have been convicted of a crime of domestic violence on or after 27 November 2002. You must submit DD Form 2760, Qualification to Possess Firearms before appointment. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. You will be required to sign a DD-Form-2760, Qualification to possess firearms or ammunition. You will be required to obtain and maintain an interim and/or final SECRET security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. You must pass a National Agency Check and local background check. Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing. You must pass a sanctioned physical agility test and medical evaluation and pass periodic re-test as required. You must pass all sanctioned job compatibility/psychological examination. You will be required to successfully complete a pre-appointment physical examination. You must meet medical standards for Police Officers in DOD 6055.05M and NMCPHC-TM-OM 6260. You must carry a firearm. You must meet the qualifications and be certified to carry a firearm. You will need to maintain firearm proficiency. If you are conducting law enforcement operations in navigable waters, you must attend the Inland Boat Operator Training Program at FLETC or similar course. You may be required to respond to off base circumstances as directed by the installation commander, in accordance with USMC and DOD policy. You must wear a uniform, maintain program height and weight appearance, and grooming standards per Marine Corps Orders/policies. This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision. As first responders to chemical/biological attacks, you must be able to train and wear protective equipment to include mask, suit, boots, and gloves. You must possess and maintain a valid state drivers license and be able to maintain a U.S. Government emergency vehicle operators license. This position does not meet the definition of Law Enforcement Officer (LEO) position and is excluded from coverage as LEO for purposes of the Federal Employment Retirement System-Base Annuity IAW 5 CFR, Part 842, Subpart H. This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required. Failure to meet conditions of employment may result in disciplinary action or termination. Qualifications GS-04: Your resume must demonstrate at least 6 months of general experience and 6 months of specialized experience at or equivalent to the (GS-03) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Six months of general experience that includes experience in administrative, clerical, technical or military work that involved protecting property, equipment, data or materials; or that involved making judgements based on the application of directions, rules, regulations or laws; AND you must possess six months of specialized experience that encompasses and/or pertains to one of the following: regulating building access, or conducting security perimeter patrols, or inspecting packages, vehicles or personal belongings prior to admission into controlled areas GS-03: Your resume must demonstrate at least 6 months of general experience that includes experience in administrative, clerical, technical, or military work that involved protecting property, equipment, data, or materials; or that involved making judgments based on the application of directions, rules, regulations, or laws Additional qualification information can be found from the following Office of Personnel Management website: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/0000/police-series-0083/ Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. NOTE: Creditable specialized experience may have been gained in work on a police force; through service as military police officer; in work providing visitor protection and law enforcement in parks, forests, or other natural resource or recreational environments; in performing criminal investigative duties; or in other work that provided the required knowledge and skills. This position has promotion potential to the GS-07 grade. If selected below the full performance level, you may be non-competitively promoted to the next higher grade level after meeting all regulatory requirements, and upon the recommendation of management. Education GS-04: Successfully completed two years of study at an accredited school above the high school level with at least 12 semester hours in police administration, police law and evidence, police investigation, criminology, law enforcement, general law, or similar subjects closely related to police work. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. OR Possess a combination of general/specialized experience and education that equates to one year of experience. Percentage of the required education plus my percentage of the required experience equal 100 percent. GS-03: Successfully completed one year of study at an accredited school above the high school level with at least 6 semester hours of study pertinent to police work. OR Possess a combination of experience and education as described above that equates to one-year of experience. The percentage of the required education plus percentage of the required experience equal to one hundred percent. COMBINATION OF EDUCATION AND EXPERIENCE: Possess a combination of experience and education as described above that equates to 1 year of experience. The percentage of the required education plus the percentage of the required experience equal to 100 percent. SUBSTITUTION OF TRAINING FOR EXPERIENCE NOTE: Successful completion of a Federal, State, county, or municipal police academy or comparable training course that included at least 40 classroom hours of instruction in police department procedures and methods, and local law and regulations, may be substituted for a maximum of 3 months of specialized experience or 6 months of general experience. Additional information This position is covered by the Department of Defense Priority Placement Program. Several vacancies may be filled. You must be able to use all police equipment, certify in the use of radar detection and alcohol detection equipment, field sobriety tests, expandable or collapsible baton, and obtain other certifications required to accomplish the duties of a law enforcement officer. This position requires rotating shift work. This position is subject to 24-hour recall and will maintain a 24-hour recall notification number and is required to respond per installation policy/SOP. Call back and emergency overtime are regular requirements of this position. You may be subject to interruptions from meals or other breaks while on duty. Overtime may be required. You must successfully complete a designated entry level training for USMC Police Officers Course of Instruction (Basic Police Officer Course) conducted at a designated location in an academy setting where candidate will train alongside Marines and you are required to meet all certifications, CPR, AED, DOD and Joint Training regulations. Training may be completed at a regional training facility. Physical Demands: Work requires extended periods of physical exertion derived from such activities as running, walking, standing, bending or driving and occasionally lifting, pushing and/or carrying items weighing 50 pounds or more. Requires stamina, physical agility and dexterity and the strength to pursue, apprehend or detain. You may be required to push or drag heavy weights of 150 pounds or more. You will be required to exemplify the physical characteristics of agility in the performance of his/her duties. DoD and USMC regulations require at a minimum a periodic physical agility test. You will also undergo routine training in defensive tactics, handcuffing and firearms qualifications which require physical agility, dexterity and stamina. Work Environment: Work is performed in an environment which involves exposure to regular and recurring discomforts such as extreme variations in weather conditions while direction traffic and performing walking patrols. You may be exposed to high levels of noise in certain industrial settings, destructive weather or higher Force Protection conditions. The work involves moderate and high risks and possible endangerment of life or serious injury that requires the exercise of safety precautions and use of personal protective equipment such as vests, coats, gloves, boots, masks, shields, etc. You may also be subject to uncomfortable conditions where basics facilities may not be provided or functional.
