Summary
About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position serves as a Intelligence Specialist (Operations) with the U.S. Army Counterintelligence Command.

Conditions of Employment
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Two year trial/probationary period may be required.
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Must be able to obtain and maintain a TOP SECRET level security clearance based on a Special Background Investigation (SBI) and be eligible for access to Sensitive Compartmented Information. (SCI)
- Must be able to obtain and maintain INSCOM certification as a Polygraph Examiner.
- Must be able to obtain and maintain a valid state driver's license.
- Must have U.S. Army Counterintelligence Badge and Credentials, or must be able to successfully complete the U.S. Army Counterintelligence Special Agent Course located at Fort Huachuca, Arizona.
- Must be able to endure extended periods of bending and standing.
- TDY may constitute up to 50% of time.
- Must be able to successfully complete the Psychophysiological Detection of Deception Course, NCCA, Fort Jackson, South Carolina and annual continuing education requirements as mandated by Army Intelligence Polygraph Program, INSCOM, and NCCA.
- All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.
- Must be willing to undergo and successfully complete a CI Scope Polygraph Examination and pass random examinations thereafter in accordance with Army Regulation 380-67, Personnel Security Program.

Army DCIPS positions apply Veteran's Preference to preference eligible candidates as defined by Section 2108 of Title 5 U.S.C., in accordance with the procedures provided in DoD Instruction 1400.25, Volume 2005, DCIPS Employment and Placement.
In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.
To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience conducting complex polygraph examinations; preparing and evaluating polygraph investigative techniques and methods to be utilized during examination; AND preparing complete, concise investigative reports of all exams conducted. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-12).
Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.
SELECTIVE PLACEMENT FACTOR: Must be a graduate of the Psycho-physiological Detection of Deception (PDD) Course, at the National Center for Credibility Assessment (NCCA).

Must have U.S. Army Counterintelligence Badge and Credentials.
This position requires a job-related license or certification. You MUST submit a copy of your license or certification with your application package or you will be rated ineligible.

Education
Some federal jobs allow you to substitute your education for the required experience to qualify. For this job, you must meet the qualification requirement using experience alone no substitution of education for experience is permitted.
