Summary
You will serve as the Assistant Commander for Contracting Management at the Naval Supply Systems Command (NAVSUP) Headquarters, Mechanicsburg, PA providing strategic leadership to the contracting community and providing a framework for the delivery of contracting services across the Navy Field Contracting System (NFCS).

- You will be required to complete ethics orientation within three months of appointment and submit a Public Financial Disclosure Report, OGE-278e within 30 days of appointment.
- You will be required to sign the Reassignment Rights and Obligations Agreement as a condition of appointment into the SES in accordance with DoD Directive 1403.03.
- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
- Males born after 12-31-59 must be registered for Selective Service.
- May be required to successfully complete a 1-year SES probationary period.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
- This is a Key Leadership Position (KLP), as defined by the Defense Acquisition Workforce Improvement Act (DAWIA) that has a significant level of responsibility to the success of major acquisition programs.
Qualifications
EXECUTIVE CORE QUALIFICATIONS: You will be assessed against the Executive Core Qualifications (ECQs).They are designed to assess executive experience and potential - not technical expertise. They measure whether you have the broad executive skills needed in a variety of senior executive positions. Failure to meet a qualification requirement will disqualify an applicant. (Note: Current career Senior Executive Service (SES); former career Senior Executive Service (SES) who are reinstatement-eligible; and graduates of OPM-certified Candidate Development Programs are not required to address the ECQs, but must address the Mandatory Technical Qualifications.)

3) Results Driven: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent in the ECQ is the ability to make decisions that produce high- quality results by applying technical knowledge, analyzing problems, and calculating risks.
4) Business Acumen: This core qualification involves the ability to manage human, financial, and information resources strategically.
5) Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, state and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
MANDATORY TECHNICAL QUALIFICATIONS: (Each must be addressed separately in your Supplemental Narrative Statement. Each MTQ must not exceed 2 pages.)
1. Extensive knowledge of contracting practices and procedures as applied to supplies and services in support of U.S. Naval Forces, to include repair of depot level parts in support of major Naval Weapons Systems.
2. Broad knowledge of techniques used in analyzing and negotiating large, complex, and high dollar value logistical contracts.
3. Experience in the adjudication, negotiation and resolution of complex and high dollar value disputes arising in this highly specialized area.
4. Exceptionally deep working knowledge of the procurement regulations, which apply to Department of Defense acquisition with experience in drafting such regulations, and the process of having those regulations, accepted, and promulgated by higher authority.
5. Experience necessary to make prompt accurate decisions on bid protests and similar problems relating to contract award and administration.

Education
Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:
A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.

This position is in the Senior Executive Service (SES), a small elite group of top government leaders. SES members possess a diverse portfolio of experiences including strong skills to lead across organizations. As an executive, you will influence the direction of innovation and transformation of the federal government and lead the next generation of public servants.
Veteran's preference does not apply to the Senior Executive Service.
This position is not covered by the Department of Defense Priority Placement Program.
