Qualifications

Candidates must meet the Qualification Standards Handbook requirements for the GS-1071-11. 

Candidates must possess at least one year of specialized experience, equivalent in responsibility to the GS-9 level in the Federal service, creating, communicating, and maintaining physical production and post-production plans, document management, schedules, facilities, equipment, software, and logistics across a slate of video and audio products; coordinate and maintain the structure for production and post-production workflows products for an organization.

Those applicants who meet the minimum qualification requirements will be evaluated against these factors to determine the best-qualified candidates.

  1. Comprehensive knowledge of video, audio, design and motion graphics trends and best practices, which requires knowledge and expertise in relevant media production and video design and display technologies.
  2. Comprehensive knowledge of tracking purchase orders, P cards, requisitions, petty cash, and invoice expenses, scheduling, accounting, cost-reporting standards, and tools, including but not limited to: Movie Magic Budgeting and Scheduling, Hot Budget/AICP, Excel, ASANA, Scenechronize, Prodicle, Cashet, MS Teams, MS Office, and other production software tools.
  3. Advanced specialized knowledge of videography principles, practices, tools, and methods, and must understand successful video production and post-production as they apply to the Gallery’s marketing, exhibiting and content-creation activities.

Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-in-Grade: Current Federal employees must meet time-in-grade requirements by the closing date of this announcement to receive consideration under merit promotion procedures.

Education

Education

Undergraduate and Graduate Education: Major study -- photography, radio or television production, motion picture production, or other fields related to the position.

Advanced training in a vocational school, technical institute, or art institute above the high school level in one of the fields listed above is creditable as general experience on a month-for-month basis.

Experience

General Experience (for GS-5 positions): Experience that demonstrated the skills and creativity needed to use the tools or equipment associated with the work. Because talent and creative ability are vital to successful work performance, samples of work or other suitable evidence of technical competence may be required. Unpaid experience that is pertinent should be credited based upon its relevance to the work of the particular position to be filled. To be qualifying, the work must have provided a general knowledge of the fields of radio, movie, television, and/or audio-visual communication.

Specialized Experience (for positions above GS-5): Experience in the actual type of work for which application is made. Unpaid experience is creditable, provided the work done was of a quality level and demonstrated the ability required for the position. This includes work directly connected with the production aspects of the field(s) of the position to be filled.
