Under the supervision and oversight of the Board of Directors, the Executive Director (ED) has complete oversight and administration of the PACE organization. The ED will be responsible for the effective planning, organization, administration, and evaluation of the organization's primary care medical clinic, the contracted provider network, 24-hour care delivery system, rehabilitation and therapeutic services, day center, home care services, transportation, contracting and credentialing, and quality assurance activities. Duties include ensuring the financial viability/continued growth of the program and managing all business and community relationships. The ED is also responsible for managing State and Federal relationships and overseeing the reporting requirements.
Qualifications and Requirements:
Education/Training/Certifications:
- Master's Degree in health care administration, business administration, nursing, public health, social work or related health/human services field preferred. Professional license and/or certification preferred.
- A baccalaureate degree in health care administration, business administration, nursing, public health, social work or related human services field is required
- Valid Drivers License
Experience: For individuals with an advanced degree, a minimum of four (4) years of experience is required as an administrator in a human and/or health care services operation, preferably serving the aging population.
A Bachelor's Degree in business administration, or a health or human services field requires a minimum of seven (7) years' experience as an administrator in a human and/or health care services operation, preferably serving the aging population.
Medical Clearance:
Employees must have medical clearance for communicable diseases and up-to-date immunizations before having direct participant contact.
Skills and Knowledge:
- Thorough knowledge of current concepts and practices of health and social services for the elderly, particularly in home and community-based services, and the interdisciplinary team model.
- Thorough knowledge of managed care environment; including claims management, management of statistical and medical indicators, and managed care utilization trends and implications for the PACE program.
- Working knowledge of health care delivery and financing systems, including Medicaid, Medicare, prospective payment systems, and Health Management Organizations.
- Ability to effectively organize, plan and delegate responsibilities.
- Demonstrated skills in leadership and decision-making.
- Demonstrated effective oral and written communication skills.
- Demonstrated excellent organization, planning, and supervision abilities.
- Competence in utilization management, quality improvement, managed care health care concepts, marketing and program development.
- Knowledge of a budgeting process.
- Basic familiarity with management information systems, including fiscal management issues.
- Ability to advocate effectively.
- Ability to foster collaborative working relationships.
Physical Demands and Working Conditions:
The physical demands and work environment characteristics described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. - Work Environment: Employee must be able to work effectively within an interdisciplinary team model, interfacing and collaborating with a wide range of clinical and social services disciplines who work together to manage the PACE participants' care. The work setting is in an Adult Day Health Center and primary care clinic environment with moderate noise levels and controlled temperatures.
- Physical Requirements - Requires manual and finger dexterity and eye-hand coordination; the ability to use department equipment; and the ability to lift/carry up to 30 pounds using appropriate body mechanics with reasonable accommodation if needed.
- Visual, Hearing and Communication Requirements - Requires corrected vision and hearing to normal range, with or without reasonable accommodation. Ability to communicate by way of the telephone with participants, customers, vendors and staff.
- Pressure Factor - Requires working under stressful conditions. Working conditions may be noisy and crowded and fluctuating indoor temperatures. Moderate pressure to meet scheduled deadlines. Potential for exposure to verbal aggression by client, vendors, and staff.
- Environmental Conditions - May be exposed to a risk of bodily injury through contact with moving instrumentation, toxic substances, medicinal preparations, bodily fluids, communicable diseases and any other conditions common in a healthcare environment. Subject to unpleasant odors
Duties and Responsibilities:
- Responsible for the oversight and administration of PACE Organization.
- Direct, supervise and evaluate the performance of direct reports.
- Ensure the provision of staff orientation and staff education based on CMS guidelines and regulations
- Ensure that job responsibilities, authorities, and accountability of all direct reports are defined and understood.
- In collaboration with the Medical Director, Center Director, and Quality Improvement Director, responsible for maintaining compliance with all State and Federal program requirements, obtaining and maintaining certification under Centers for Medicare and Medicaid Services (CMS), as well as any other State or Federal law or rules pertaining to PACE.
- In collaboration with the Medical Director, monitor medical and specialty services utilization to ensure provision of quality care to participants.
- Oversee and assist in the development and implementation of [PACE Organization]'s Strategic Plan.
- Responsible for the financial accountability of [PACE Organization] and responsible for the development of [PACE Organization]'s annual operating and capital operational budget and meeting projected financial benchmarks.
- Plan for and administer the managerial, operational, fiscal, and reporting components of the organization.
- Recommend and implement [PACE Organization] operational policies, procedures and protocols for direct participant care and support services.
- Monitor the growth of care delivery and services as the participant census grows and make adjustments in planning as needed to maintain established growth and service goals.
- Oversight of marketing to ensure program meets goals for target enrollment.
- Accountable for quality of services provide.
- Participate in the development and monitoring of [PACE Organization] compliance with staffing guidelines.
- Participate in and oversee the quality improvement committees as part of the overall quality improvement program.
- Establish positive working relationships with providers and the community at large.
- Oversee operational compliance with Occupational Safety and Health Administration (OSHA) regulations and agency policies and procedures, ensuring a safe and clean environment for staff and program participants.
- Protect privacy and maintain confidentiality of all company procedures and information about employees, participants, and families.
- Participate in continuing education classes and any required staff and training meetings.
- Maintain professional affiliations and any required certifications.
- Ensure that all personnel are assigned duties based upon their education, training, competencies, and job descriptions.
- On a rotating basis, provide evening and weekend on-call administrative coverage.
- Ensure the development, implementation, and enforcement of all policies and procedures, including participant rights.
- Perform related duties as required.
