Summary
This position is part of the Office of Intelligence and Counterintelligence, Department of Energy. As a Business Management Analyst, you will be supporting the mission of ensuring America's security and prosperity by providing advance knowledge and insight to DOE decision makers of unique and often fleeting opportunities around the world.

- This position has been designated as Special-Sensitive (High Risk) and requires a security clearance at the Q level. The incumbent is required to obtain and maintain this clearance; failure to do so may result in separation from federal service.
- In addition, the incumbent is required to obtain and maintain a Sensitive Compartmented Information (SCI) security clearance prior to entrance on duty; failure to do so may result in separation from federal service.
- The incumbent is required to complete an initial Counterintelligence (CI) evaluation and on a recurring basis, which may include a CI-scope polygraph examination.
- This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing thereafter. Failure to test or a positive result on random drug tests conducted after appointment may result in removal from Federal employment.
- Must submit a Financial Disclosure Statement, OGE-450, Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually (5CFR Part 2634, Subpart I USOGE, 6/08).
- This position does not support 100% remote work. You will be required to report physically to the official reporting worksite as specified by the supervisor, but no less than 4 days per pay period.
- Limited telework may be available based upon mission requirements of the position.
- This position is not included in a Bargaining Unit.
- Hiring incentives may be authorized for a highly qualified candidate based on budget availability and in accordance with federal regulations.
Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-13 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following
- Developing acquisition plans by providing technical assistance to program officials in clarifying scope of work and specifications, supporting documents for requisitions or determining most appropriate methods of acquisition for mission accomplishment.
- Managing studies or projects relative to procurement, acquisition or contracting activities and provide analysis of administrative or business activities.
- Managing pre-award and post award actions providing recommendations to mitigate adverse impact to mission.
- Collaborating with field sites concerning procurement activities and consistent contract practices to maintain sufficient contract services for the organization.

Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
