The Business/Financial Analyst is responsible for conducting quantitative analysis using operations research tools, economics, and other quantitative techniques in the areas of procedural implementations and performance issues. This role supports the development of investment analysis activities, including market survey, cost analysis, benefits analysis, risk analysis, economic analysis, requirements definition, schedule development, and tradeoff studies. Ideal candidates have work experience with FAA and/or a telecommunications industry background. Currently, the position is 100% remote but may change in the near future to require in-office or hybrid work in the Washington DC FAA office (L'Enfant Plaza).
ESSENTIAL FUNCTIONS:
- Provide program management support to ensure that identified tasks are performed efficiently, accurately, on time, and in compliance with NAS supply support requirements and participate in government led meetings.
- Prepare Financial Reports and track budgeted expenditures as well as provide immediate notification of financial/budgetary issues or conflicts which have a direct impact on AJWL-400 budget.
- Verify financial management professionals are working in concert, with automated complex business practices within the time frame specified by the Government and all financial requirements are met.
- Prepare all milestone documentation and presentations for senior managers, program managers, and subordinates; and present material to the program manager for briefings and presentations.
- Support the national depot repair management programs which includes CDLS programs in the development of automated processes and procedures required for financial contract management oversight and budget submissions and provide updates as requested by the COR.
- Provide technical services to support annual call for the national depot repair management funding requirements to include assessing financial performance of the CDLS contracts for compliance with programmatic budgetary requirement. This includes the correct “color” of money and the correct line item accounting. Technical services provided shall facilitate validation of funding levels based on program schedules, prior year funding, and new commissioning requirements, decommissioning, and correlation of financial requirements into executable budgets.
- Assess the performance of the national depot repair management programs for compliance with logistics policies and procedures before transition to OPS resource sponsorship. Review new contracts for financial integrity prior to budget submissions. Provide status reports for the collection, tracking, reporting, and analysis of national depot repair management activities and costs associated with CDLS contracts and Service Orders (SO).

- Perform in-depth analysis of financial cost and maintaining information on Transition to Operations Maintenance (TOM) requirements for the national depot repair management programs.
- Prepare monthly status reports of obligations and expenditures that are recorded within DELPHI and compare against submitted vendor invoices for accuracy of funds.
- Review and recommend vendor provided information technology tools and applications for a failure analysis and corrective action tracking system for reporting monthly CDLS maintenance activities. The system will be used to capture and analyze Line Replaceable Unit (LRU) failure data to identify high failure items (a return of six or more of same LRU returned within a month), maintenance issues, trends, technical highlights and costs.
- Provide support and verify life cycle cost factors in Resource Planning Documents (RPD) by work breakdown structure (WBS) and recommending realignment of program requirements and funding as programs mature and change.
- Provide information for inclusion into national depot repair management SOW, Contract Data Requirements List (CDRLs) items, and Data Item Descriptions (DIDs).
- Coordinate FAA Logistics Center (FAALC) revisions and/or updates to Service Order Agreements (SOs). Maintain electronic records of all CDLS SOs. Advise the Program Manager with respect to NSST financial and program requirements.
- Participate in the update and review of In-Service Review (ISR) checklists as well as program specific checklists and ensure that AJWL-400 requirements are addressed by the systems program office.
- Participate in CDLS mid-year reviews at the FAALC. Review vendor performance data (invoices, schedule, and maintenance repair data) and discuss, if any, issues influencing the Contractor’s ability to support CDLS initiatives.
- Review current and future contracts to determine whether national depot repair management concerns are addressed correctly and adequately.
- Provide support to all NSST programs to include supportability studies and ILS
- Logistics Element Manager (LEM) program support
QUALIFICATIONS:
- US Work authorization
- 8+ years of Financial Analysis experience, preferably with FAA or in a telecommunications environment
- A Bachelor’s degree and/or 3-5 years of experience in Program Management
- Ability to work in a team environment and be accountable for individual and team productivity
- Ability to multi-task as well as be strategic, creative and innovative in a dynamic, fast paced environment
- Previous NAS Supply and Support Team Financial Management Support
- Demonstrated background/abilities in the review and analysis of logistics documents
