Position Summary

Provide business policy and procedure to Electronic Vehicle Registration (EVR) Permit Holders and associated Service Providers in the EVR Program during onboarding and implementation. Conduct on-site field audits and compliance reviews of EVR Permit Holders, verify compliance with all rules, regulations, and standards applicable to the EVR Program.

Duties and Responsibilities

  • Demonstrate a thorough and complete understanding of the EVR Program policies, procedures and all available EVR transactions.
  • Communicate and work closely with Permit Holders and Individual EVR Participants to help resolve any difficulty they may have with specific registration procedures, policies, or transactions.
  • Ensure that all applicable laws and all rules, regulations, policies, and procedures of the RMV are being followed in the issuance of registration plates, decals, registration certificates, and titles.
  • Conduct On-Site visits to Permit Holder locations to ensure that the EVR Program proper policy and procedures are being followed. Identify any business deficiencies and prepare reports to the EVR Program team. This should be a minimum of 80% of your time unless otherwise directed. All locations in your assigned region should have an onsite audit at a minimum of once a year.
  • Examine and audit all books, records, reports, and other compilations of the Permit Holder which pertain to license plate or decal maintenance or distribution, and/or any other service performed pursuant to the Permit, for purposes of determining compliance with the Permit Terms.
  • Periodically review Permit Holder transactions and supporting documents to gauge Individual EVR Participants knowledge. Document findings, prepare conclusions and make appropriate recommendations. This should be a maximum of 20% of your time and can be done onsite or remotely unless otherwise directed.
  • Troubleshoot business policy and system related problems to the EVR Program Team and when applicable escalate to the appropriate area for problem resolution.
  • Attending meetings as required pertaining to the EVR Program.
  • Provide feedback on training curriculum content and assist or facilitate EVR Training Classes when needed.
  • Work closely with the Business Support, Training, Registration, and Title Departments, EVR Program Team and the External Services Coordinator to keep EVR locations compliant and successful processing.
  • Work with Title Division during the examination process and assist in resolving any open NMVTIS cases that are related to EVR locations.
  • Assist in scheduling new Permit Holder installations, site overviews and Permit Holder location moves with the Permit Holder location, Service Provider and External Services Coordinator.
  • Submit a detailed weekly status report to the External Services Coordinator.
  • Participate in the complaint process by completing paperwork audits for EVR locations that received a complaint and an on-site compliance visit if deemed necessary.
  • Cross train in all Registration Departments for additional support, when needed, to complete department projects. This includes, but is not limited to, Section 5, IRP, Special Plates, and Mail in Registration.
  • Keep accurate location records for your assigned region to aid in the tracking of audits and visits.
  • Enter current contact info in ATLAS for all locations in your region.

Minimum Entrance Requirements

Applicants must have at least (A) three years of full-time, or equivalent part-time, experience in investigatory or law enforcement work, or (B) any equivalent combination of the required experience and the substitutions below.

Special Requirement: Based on assignment, possession of a current and valid Massachusetts Class D Motor Vehicle Operator's License may be required.

Substitutions

An Associate's or higher degree may be substituted for the required experience.

Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
