Job Description

CDR Maguire Inc., a national engineering and emergency management firm, is seeking individuals who are interested in working in a variety of debris monitoring positions within the state of Florida. This position is responsible for monitoring contractors as they clean up debris and document their daily activities. While monitoring you will ensure that debris clean-up complies with federal regulations.

ESSENTIAL FUNCTIONS:

Field Monitors:

  • Observes and documents the debris removal operations, ensuring conformity with the requirements of the Federal Emergency Management Agency's Public Assistance (FEMA PA) Program, and the specific directions of the supervisors and project manager.
  • Ensures the work site is safe and follows Maintenance of Traffic (MOT) requirements.
  • Ensures documentation is concise, complete, and accurate (Load Tickets, Daily Reports of Activities, Incident Reports, Logs, Damage Reports, etc.)
  • Certify debris hauler's truck capacities and equipment.
  • Verifies the location(s) of assigned loading sites daily, accurately recording them on Load Tickets (including GPS coordinates, if applicable).
  • Monitors the debris hauler operations and activities, to include Work Zone Traffic Control (WZTC), Maintenance of Traffic (MOT) setups, and safety.
  • Recognizes eligible vs. ineligible debris per FEMA-PA guidance, and ensures debris is not collected from ineligible areas unless specifically directed by the client.
  • Ensures debris types are not mixed during collection.
  • Properly classifies the various debris types, per FEMA-PA guidance.
  • Ensures truck capacity placard accuracy.
  • Comes prepared with required equipment, supplies, and materials, constantly being aware of all safety considerations.
  • Maintains Load Tickets while thoroughly completing applicable sections.
  • Thoroughly documents all pre-existing and contractor-caused damage, including pictures of the damage.
  • Completes a Daily Log of all field activities to include actions, agreements, assignments, and accidents.
  • Properly and fully documents using the Load Ticket system, ensuring all previous sections have been thoroughly completed.
  • Ensures Load Ticket is received for debris disposal/offloading.
  • Makes accurate calculations based on truck's capacity and load and applies FEMA policies accordingly.
  • Ensures the load is dumped in the proper location (segregated based on debris type).
  • Ensures debris management site (DMS) operations continue so that one operation doesn't adversely affect another (dumping, stacking, reduction, disposal).
  • Ensures trucks are completely empty upon exiting the DMS.
  • Comes prepared with required equipment, supplies, and materials.
  • Is aware of ingress and egress roads around the DMS, so that they will remain clear of debris.
  • Ensures MOT setups into and out of DMS are adequate.
  • Is aware of all safety considerations (personal and work location).
  • Completes a Daily Log of all field activities to include actions, agreements, assignments, and accidents.

Tower Monitors:

OTHER PRINCIPAL DUTIES:

  • Travel as required and as it relates to the above duties or as directed by supervisor.
  • Other duties that may arise from time to time and/or are commensurate with the title and position.
  • Remain courteous, respectful, and professional at all times with residents, contractors, fellow employees, governmental agency personnel, and clients.

Requirements

  • Ability to mobilize within 24-48 hours and commit to a minimum 30-day assignment in remote locations.
  • Provide Form I-9 supporting documentation that proves your identity and eligibility to work in the United States.
  • Must submit to and pass a drug screen and background check.
  • Hold and present a valid driver's license and proof of vehicle insurance.
  • High school education, GED or equivalent.
  • Provide your own reliable transportation.
  • Can understand and comply with all safety requirements.
  • Have a smartphone with the ability to download apps.
  • Must provide your own waterproof boots that are hard soled and protect/cover your ankle and long pants.
  • Working long hourly shifts - More than 40 hours and 5 days a week.

PHYSICAL REQUIREMENTS:

  • Must be able to remain in a stationary position 90% of the time.
  • Must be able to occasionally traverse over uneven terrain and ground objects such as limbs, water, etc
  • Ability to communicate information and ideas so others will understand. Must be able to exchange information in these situations.
  • Ability to observe details and identify debris types at a distance of 35 feet.
  • May have to occasionally move equipment weighing up to 10 pounds.
  • Constantly work in outdoor weather conditions.
  • Occasionally ascends/descends stairs.
