The Optum Serve Director of IT & Communications - Military OneSource is responsible for all IT and communication resources deployed under and for this contract. This program provides members of the Armed Forces and their families-about 5.2 million persons "participants" at locations worldwide-with a broad array of information and referrals to both military and civilian resources as well as counseling services. The primary role of the director is to establish and maintain a strategic partnership between technology teams, key personnel and the government which results in optimal delivery of IT services. The director grows relationships by delivering attentive, relationship-based support on the entire Military OneSource program including all technology related projects, initiatives, and services. This leader takes accountability on behalf of the technology team to drive action, resolve problems, drive innovation, and operate with excellence for the program and the government.

Primary Responsibilities:

  • Serves as the primary liaison between technology teams, other key personnel, and government stakeholders-ensuring seamless communication
  • Serve as a single point of escalation and communication for complex technical issues, problems and solutions
  • Develops and delivers timely executive-level and client-facing communication
  • Identifies, documents, and escalates issues or risks to appropriate levels of leadership; collaborates with stakeholders to identify and take corrective or preventive action
  • Serves as a consultant in strategic planning and program innovation with key stakeholders, leverages expertise and understanding of technology competencies to provide analysis and recommendations
  • Monitors financials to ensure budget compliance, identifies variances and advises business and technology leaders
  • Develops and share recurring reports on system availability, activity, and performance to include any key performance metrics as required
  • Partner with product, engineering, and infrastructure teams to enhance system performance, develop new features, and implement new requirements
  • Manage the investigation and remediation of application or system-level findings, deficiencies, and/or weaknesses identified through testing, scanning, or other means
  • Participate in human-centered design workshops to gain real MOS participant feedback on system design and enhancements
  • Review and analyze participant feedback from various sources; share insights with key stakeholders; develop action-plans to enhance participant satisfaction
  • Partner with Cybersecurity Manager to ensure continual compliance with prevailing DoD CIO, DISA, U.S. Cyber Command, and MC&FP policies, guidance, and mandates
  • Develop, maintain, and provide stakeholders with system architecture, administration, and engineering guides/SOPs, data flow documentation, data models, manuals, and other diagrams as required
  • Prepare technology-related cost estimates for contractual modifications as required

Required Qualifications:

  • Bachelor's degree in Business, Management, or other field related to work under this requirement of equivalent experience
  • Possess one or more of the following active certifications at the time of proposal submission and thereafter:
    • Certified Information Security Manager (CISM)
    • Certified Information Systems Security Professional (CISSP)
    • GIAC Security Leadership Certification (SANS Institute) (GSLC)
  • 12+ years of experience managing IT and cybersecurity programs and projects of similar scope and complexity that directly support the DoD military community
  • Demonstrated leadership skills with the ability to prioritize, coordinate and delegate effectively
  • Demonstrated organizational and time management skills in a goal-oriented, fast-paced environment
  • United States Citizenship
  • Ability to obtain favorable adjudication following submission of Department of Defense eQuip Form SF86

Preferred Qualifications:

  • Master's degree (MA, MS, MBA or other Graduate Degree)
  • 2+ years of experience working with matrixed teams/team members
  • Thorough understanding of scorecards, dashboards, service level agreements, key performance metrics, and other standard business measures
  • Solid consultative/client facing skills
  • Ability to drive, influence and deliver on identified service or infrastructure improvements that will meet business needs
  • Speak and write clearly and effectively even when relating complex information
  • Ability to communicate effectively with technical and non-technical staff as part of interdisciplinary teams
  • Ability to adjust presentation style and language based on the audience
  • Excellent interpersonal, analytical, and creative problem-solving skills
  • Excellent critical thinking, problem solving, verbal and written communication skills

As a requirement of UnitedHealth Group's contract with the Department of Defense, this position requires U.S. citizenship and proof of favorable adjudication following submission of Department of Defense eQuip Form SF86, (the National Agency Check Legal and Credit or NACLC). Successful completion of the NACLC process is a requirement for continued employment in this role. NACLC processing will be initiated by our TRICARE Security Officer post-offer, and can take 3-6 months for a final decision communication from the Department of Defense. Candidates will be allowed to begin employment with UnitedHealth Group in this role based on an interim clearance, and final results will be communicated as they are received. Failure to obtain final NACLC approval will result in termination from this role.

California, Colorado, Connecticut, Hawaii, Nevada, New Jersey, New York, Rhode Island, Washington, Washington, D.C. Residents Only: The salary range for this role is $122,100 to $234,700 annually. Pay is based on several factors including but not limited to local labor markets, education, work experience, certifications, etc. UnitedHealth Group complies with all minimum wage laws as applicable. In addition to your salary, UnitedHealth Group offers benefits such as, a comprehensive benefits package, incentive and recognition programs, equity stock purchase and 401k contribution (all benefits are subject to eligibility requirements).
