Sub-Saharan Africa is home to 34 of the world's poorest countries. Making headway against poverty in sub-Saharan Africa continues to present the world's most formidable developmental challenge. The Africa Eastern and Southern Region's Unit of FCI is responsible for providing operational support and technical advice to country clients on a broad range of financial and private sector issues. In carrying out its mandate, the Unit collaborates closely with regional staff working in other Global Practices and with other parts of the World Bank Group, including the IFC, MIGA and WBI.
FCI has active and pipeline lending operations in the South Africa, Mozambique, and DRC CMUs that include a strong focus on financial sector development. Priority themes include access to finance, digital financial services, payment systems, financial integrity, long-term finance, financial sector supervision, and climate finance. The EAEF2 team also monitors financial sector vulnerabilities, co-leads FSAPs, leads Climate Finance and Disaster Risk Finance assessments, co-leads CEMs on relevant topics, has strong AML/CFT engagements in a number of countries, and conducts high quality ASA and technical support projects in a range of financial sector themes,

Duties and Responsibilities:• Provide technical leadership for EAEF2's financial sector portfolio and country/regional engagement. • Contribute significantly to the design and implementation of financial sector development-related lending and ASA projects in the South Africa, Mozambique, and DRC CMUs, ensuring strong quality and effective implementation. Roles may include TTL, component lead, advisor, or technical expert.• Guide and support FSD staff and STC colleagues in the unit, providing coaching, advice, and quality assurance. • Ensure that FCI is contributing effectively to corporate priorities and core ASAs, including to CPFs, FSAPs, CEMs, and CCDRs. • Contribute significantly to the design and implementation of financial sector development-related lending and ASA projects in the South Africa, Mozambique, and DRC CMUs, ensuring strong quality and effective implementation. The Jobs Group is seeking a Lead Economist to lead the Jobs Group's work with the EFI Practice Group GPs (MTI, POV, FCI) and IFC. Reporting to the Jobs Group manager, the Jobs Group's EFI Lead Economist will be based in Washington, DC.

The EFI program has been growing in the CMU including engagements on growth enhancing structural reforms, jobs, public sector reforms, financial sector, statistics, and poverty and inequality. There is a growing lending engagement through DPOs, IPFs, and ASAs. EAEDR staff are also involved in supporting CMU on country strategies as well as HD, SD and INF teams in promoting integrated development solutions. Many teams work closely with IFC, IMF and other development partners.
The EFI Lead Economist and Program Leader would be co-located in Dar es Salam with the Country Director.
Duties and Accountabilities
Lead Economist and Program Leader will:• Provide thought leadership on core economic policy issues and strategic engagement, working closely with the CD and EFI team;• Lead the economic policy dialogue with the government counterparts, and support CD in developing new business for the Bank;• Lead coordination on macroeconomic policy dialogue with the IMF; • Serve as the focal point on economic issues with clients and other external stakeholders, in consultation with CD.• Lead and/or advise EFI teams on lending and nonlending tasks relating to economic policy and institutional reforms• Work closely with other GPs on the preparation of key strategic pieces and/or engagement;• Support the analytical work program of the CMU, including the preparation of SCDs, CPFs, CPSDs, CCDRs, and other key strategic pieces; • Mentor and coach EFI colleagues working on the delivery of the practice's work program• Pro-actively contribute to EAEDR and CMU management, representing EFI within the country management team; contributing to the EFI regional management team;• Coordinate EFI inputs into strategy, WPA, and reporting processes; and • Provide strategic, process, and quality inputs into the overall EFI program where appropriate.

Authored or co-authored reports/publications showing analysis of tax policy and tax administration on topics such as: a) tax macro analysis, b) tax incentives analysis, c) tax system reform. Familiarity with tax models for policy work, such as: a) tax macro models such as OLG models, macroeconomic growth models, b) microsimulation models, c) tax gap models, or d) Marginal Effective Tax Rate (METR) models, will be an advantage.
