Job Description

LS Technologies, LLC is supporting the FAA's initiative to establish new capabilities for small UAS (sUAS) - commercial and recreational drones - operating in the NAS. The Low Altitude Authorization and Notification Capability (LAANC) is one example of these new capabilities. Financial planning and management applies the FAA's standard processes and tools to this program area, from budgeting to accounting and related activities. This position operates at the program office level and requires coordination with other FAA organizations and contract management processes. Collaboration, communication, and operating within shifting programmatic decision-making are all important skills.

Responsibilities

• Analyze program budgeting and accounting; report findings to maintain expenditure controls.
• Assign and/or adjust fiscal allocations, monitor budget execution, prepare budgets and budget reports, and make recommendations on funding requests.
• Verify that budget adjustments are made in accordance with program changes.
• Prepare program funding and spending status reports.
• Participate in communicating program financial health to management.
• Support the creation, execution, and maintenance of spend plans, and provide special reporting when directed by the customer.
• Develop and track business plan goals in SPIRE and support budgetary processes.
• Annually develop CIT and ORB budget formulation documentation and support the program's budget advocacy process including pre-briefings and presentations.
  • F&E: RPDs, White Sheets, Validation Briefs
  • OPS: Fenced/Unfenced Requests, Transition to Operations and Maintenance (TOMs), Discretionary Increase Requests (DIRs)
• Process and track ongoing financial transactions in DELPHI, FMS, PRISM, and REGIS to manage procurement actions, execution of the budget, report program performance, and maintain cuff records to enable early adjustments and risk identification.
• Leverage program and finance skills across the range of budget formulation, budget execution, and capital investment planning (CIP) functions for a F&E and OPS funded program
• Initiate Purchase Requests (PR) and Purchase Authorizations (PA) using PRISM and Corporate Work Plan Toolset (CWP)
• Support the maintenance and communication of capital assets status to the asset capitalization group, including status as it relates to compliance, in accordance with FAA Capitalization Guidelines.

Desired Experience

• 2-8 years experience in financial analysis.
• FAA experience preferred.
• Proven interpersonal skills.
• Excellent writing, oral communication and organizational skills.
• Experience with Word, Excel, and PowerPoint and other Microsoft enterprise tools.

Education

• Bachelor's Degree in Business Administration, Accounting or Finance, Procurement and Contracting, or related field

• Travel: 0 - 20%
