Summary
This is a U.S. Public Health Service position located within the Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), Enforcement and Removal Operations (ERO), ICE Health Service Corps (IHSC), Office of the Chief of Staff, Office of Policy. This is a non-supervisory position.
This position is only open to current USPHS officers.
USPHS Call to Active Duty (CAD) candidates are not eligible for this position.

- Service Remaining Requirement Agreement: Upon appointment to this position, officers will be required to serve an 18 to 24-month commitment to IHSC.
- Applicants must be a current USPHS Commissioned Corps Officer. USPHS Call to Active Duty (CAD) candidates are not eligible for this position. Civilians are not eligible for this position.
Qualifications

Education
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
- Strong project management skills and abilities and minimum of two years of professional experience working in policy development and management.
- Experience in national program development and implementation.
- Excellent written and oral communication skills.
- Ability to work effectively under the pressure of tight timeframes and rigid deadlines.
- Flexibility to work independently, as well as in a team-centered environment.
- Interpersonal and administrative skills sufficient to interact in a professional setting and collaborate effectively with IHSC, ERO, ICE, and DHS offices, as well as all levels of management.
- Proficient knowledge or able to obtain knowledge of ACA, NCCHC, and PBNDS standards.
- Knowledge, skills, and ability to locate, read, and understand complex health care records/reports.
- Knowledge, skills, and ability to research and query information related to organizational policies and procedures, health care standards, detention standards and health care regulations.
- Knowledge, skills, and ability to analyze complex issues related to standards of health care in a detention environment.
- Knowledge and proficiency in MS Office Applications, specifically Microsoft Word, Excel, Outlook, and SharePoint.
Additional information
The incumbent serves within the IHSC Policy Program as a Health Policy Administrator and reports directly to the Senior Health Policy Administrator. The primary purpose of the Health Policy Administrator is to ensure all IHSC policies and other official guidance follow the Performance Based National Detention Standards (PBNDS), American Correctional Association (ACA), and the National Commission on Correctional Health Care (NCCHC) standards. Under the direction of the Senior Health Policy Administrator, the Health Policy Administrator organizes and utilizes the input and expertise of an established IHSC National Policy Committee with representation from all IHSC divisions and the Office of the Chief of Staff. The incumbent works collaboratively with other ICE entities to ensure compliance.
In FY 2022, IHSC administered and managed the health care system that provided direct care to more than 118,000 noncitizens housed at 19 IHSC-staffed facilities across the nation. The health care provided included medical, dental, mental health care, as well as public health and disease prevention programs. IHSC also oversaw compliance with ICE detention standards related to health care for more than 120,500 detained noncitizens housed in 163 non-IHSC-staffed facilities, totaling more than 41,500 beds. ICE executed a budget totaling $324 million on detained noncitizen health care in FY 2022, which includes the cost of operating the detention health system administered by IHSC and the cost of detention contracted facilities.
SUPERVISORY CONTROLS:
The incumbent reports to the Senior Health Policy Administrator.
Assignments are made by the supervisor but may originate out of the activities of the officer who consults the supervisor prior to final acceptance of projects to be undertaken. The officer plans and carries out projects, coordinating the work of the policy analysts where appropriate. Work is reviewed by the supervisor for responsiveness and conformance with agency policy.
The officer uses judgment in interpreting guidelines such as laws, regulations, PHS policies, and agency policies to adapt work direction for application to specific cases. The officer works within the scope of the health policy administrator role, keeps the supervisor informed of the status on work projects, and consults with the supervisor on any significant problems encountered.
