Summary
This position is located within the Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), Enforcement and Removal Operations (ERO), ICE Health Service Corps (IHSC), Office of the Deputy Assistant Director of Health Care Compliance. The incumbent reports directly to the Supervisory Healthcare Consultant. This position is non-supervisory.
This position is only open to current USPHS officers.
USPHS Call to Active Duty candidates are not eligible for this position.

- Service Remaining Requirement Agreement: Upon appointment to this position, officers will be required to serve an 18 to 24-month commitment to IHSC.
- Applicants must be a current USPHS Commissioned Corps Officer. USPHS Call to Active Duty (CAD) candidates are not eligible for this position. Civilians are not eligible for this position.

- Occasional Travel required (<20%). The incumbent selected will TDY as needed to provide clinical care support at IHSC-staffed detention facilities with critical staffing needs and will travel to conduct site visits.
Education
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
- Nurse practitioner or physician assistant; with at a minimum, a master's degree or a combination of education, 3 years of training and experience which provides the desired knowledge skills and abilities to perform the positions duties and responsibilities.
- Minimum of three years of direct experience with, and high level of proficiency in Microsoft Office programs, specifically Microsoft Wordยฎ, Excel, Outlook and SharePoint.
- The incumbent must fulfill the obligation(s) of their licensing or certifying body to maintain current status. This position requires incumbent to perform clinical activities within the scope of clinical license in times of critical needs within the agency.
- Experience with correctional health systems, preferred.
- Proficiency with presentation of medically related information.
- Ability to apply analytical, medical and clinical skills and knowledge in a detention health services environment.
- Ability to independently perform the functions/duties listed below with minimal to no supervision.
- Ability to adapt to sudden changes in schedules and flexibility in work requirements.
- Ability to navigate in an electronic work environment including electronic health records, web-based training and communications.
- Knowledge of regulations (HIPAA/Privacy Act) regarding the confidentiality of patient medical records and information as well as Personally Identifiable Information (PII).

This position is located within the Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), Enforcement and Removal Operations (ERO), ICE Health Service Corps (IHSC), Office of the Deputy Assistant Director of Health Care Compliance. The incumbent reports directly to the Supervisory Healthcare Consultant within the Health Care Compliance Division and collaborate closely with the Deputy Assistant Director for Clinical Services.
As the Healthcare Consultant, the incumbent is responsible for completion of performing various duties related to reviewing medical complaints, disability assessment and coordination, availability of care and stay of removal determinations. The incumbent will also monitor and oversee trends in potentially deficient healthcare practices and review compliance reports.
IHSC has a multi-sector, multidisciplinary workforce of more than 1,600 employees, including U.S. Public Health Service (PHS) commissioned officers, federal civil servants, and contract staff. The IHSC provides on-site direct patient care to ICE detainees at 21 detention facilities throughout the country and manages the provision of off-site medical care for detainees housed in approximately 240 additional Intergovernmental Service Agreement (IGSA) facilities. The ICE detainee population is approximately 34,000 detainees on a daily basis, with an average length of stay of approximately 30 days, and over 400,000 detainees annually. The IHSC also provides medical support during ICE enforcement operations in the air, on the ground and at sea.

The Healthcare Consultant works under the general supervision of the Supervisory Healthcare Consultant within the Health Care Compliance Division. Recurring assignments are not accompanied by instructions; however, objectives, priorities and deadlines are provided on new assignments. The incumbent selects his/her own methods and solves most normal problems arising during the course of work. Completed work is usually evaluated for technical soundness, appropriateness and conformity to professional standards and PHS requirements.
