Investment Analyst

SPECIALIZED EXPERIENCE REQUIREMENTS GS-11:: You must have one year of experience at a level of difficulty and responsibility equivalent to the GS-9 grade level in the Federal service. Experience is defined as:

• Performing financial analysis to support the development of memoranda, presentations, and other key decision documents required to support significant financial transactions, for example: negotiating the terms and conditions of loan and guarantee agreements; portfolio or investment decisions for venture capital, private equity, structured capital, or investment banking; or bankruptcy filings.
• Supporting or evaluating the execution of large industrial and infrastructure transactions: for example, those in renewable energy, nuclear energy, power, transportation, oil and gas telecommunications, petrochemicals, manufacturing, or mining sectors.
• Experience with financial models and evaluating and applying risk mitigation strategies for large complex financial transactions.
• Preparing project status presentations to Loan Committees, other governing boards, or senior financial leadership.
• Assisting in preparing project timelines and workplans involving financial analysis.

OR EDUCATION: Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree OR LL.M., if related.

OR COMBINATION: You may qualify on a combination of education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the educational requirement must equal at least 100 percent. Only graduate level education in excess of 36 semester hours (54 quarter hours), may be used to combine education and experience.
SPECIALIZED EXPERIENCE REQUIREMENTS GS-12:: You must have one year of experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Experience is defined as:

• Performing financial analysis including detailed market and credit analysis, financial model development, and risk analysis in support of new loan applications for large-scale or commercial infrastructure projects.
• Underwriting large industrial and infrastructure project finance transactions: for example those in renewable energy, nuclear energy, power, transportation, manufacturing, oil and gas telecommunications, petrochemicals, manufacturing, or mining sectors; and large corporate loans for similar transactions.
• Developing and using complex financial models for evaluation of project or corporate finance transactions and credit/risk analysis to support negotiation of terms and conditions of loan agreements.
• Preparing project status and credit reports for presentation to Loan Committees or other governing boards to provide the results of risk analysis to management.
• Assisting the development of project timelines and workplans involving financial analysis and due diligence.

There is no substitution for education at the GS-12 grade level.

"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
