Summary
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: The incumbent performs journeyman level maintenance for mechanical, hydraulic, pneumatic and electrical systems at a high lift lock and dam facility. Performs and participate in a variety of diagnostic inspections, preventive maintenance and repairs of associated appurtenances.

- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position is subject to a pre-employment drug screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
- This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
- Incumbent may be required to have an American Red Cross Standard First Aid card, CPR, and/or AED in good standing and/or wear a prescribed uniform based on site specific requirements.
- Incumbent may also be required to have a valid state drivers license based on job-related, site- specific requirements. Employees are required to observe established safe working procedures.
- Appropriate protective clothing and/or equipment is provided to minimize or eliminate hazardous conditions, and its use is mandatory.
- Individual Districts may determine this position to be Mission Essential based on site-specific conditions. A designation of "Mission Essential" will be communicated by management to the incumbent(s) if applicable.
- This position has a requirement to lift up to 50lbs. in the regular performance of duties.
- This position may require occasional Temporary Duty (TDY) or business travel.
Qualifications
In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Lock and Dam Equipment Mechanic without more than normal supervision. I have the ability to perform common Lock and Dam Equipment Mechanic duties such as: Install, repair, disassemble, troubleshoot, and inspect lock and dam equipment and machinery, making repairs to electrical, electronic, and mechanical lock and dam equipment through the use of a variety of diagnostic tools, measuring devices, schematics, engineering drawings, manuals, electrical cables, and power tools. I can repair lock valves and gates; installed tainter gate side seals and wall lining plates, valve well tracks, guides and seals, and welded lock wall and gate hand railings. I work under normal supervision of a work leader or journey-level employee who observes tasks in progress and upon completion to make sure they are properly performed. - Failure to meet this Screen out Element will result in an ineligible rating.
- PHYSICAL EFFORT: Work requires frequent standing, stooping, stretching, climbing and crouching. Routinely lifts and carries items weighing up to 50 pounds. Uses coordination of eyes, hands, legs and body in installing, repairing, or testing equipment in confined spaces such as manholes, enclosed switch gear structures, or on overhead structures; climbs ladders and poles. Machinery on high lift structures is large and requires the skills of a heavy construction mechanic to effect repair or replacement.
- WORKING CONDITIONS: Work is performed indoors and outdoors during the day or night subject to inclement weather, on high structures usually over water that is frequently turbulent, in the proximity of moving machinery and high tension electrical equipment, on scaffolds and from slings or floating plant. Occasionally will work behind bulkheads or in tunnels below water level. Incumbent is subject to falls, drowning, electrical shocks, injury, or discomfort and when inside, exposure to moving machinery, electrical circuits and loud noises, and at times, dangerous icy conditions. Uses safety equipment such as life vests, protective ear devices, hard hats, hard toe shoes, respirators and protective clothing.
