Job purpose

The Manager of Payroll will be a key member of our HR team and will be responsible for the oversight of the U.S. payroll operations. The manager will analyze salaried and hourly payrolls, conduct audits to ensure adherence to application policies/regulations, and reconcile and resolve complex payroll processing. Ensures payroll reporting and payments are compliant with company policy, generally accepted accounting principles, and federal, state and IRS regulations. Researches and interprets federal and state regulatory requirements and resolves tax, withholding, garnishment and wage/hour issues for payroll processing.

Key responsibilities

  • Manage overall U.S. payroll processing in compliance with Federal and State regulations and wage reporting as necessary.
  • Assist in the development and manage the execution of the payroll strategy, policies and procedures.
  • Effectively build, lead and manage the team, consistent with BorgWarner Beliefs.
  • Oversee and review all payroll entries prepared by the payroll team which includes but is not limited to gifts, one-time payments, term checks, LOA entries, 401K and other integrations, etc. Administer the LOA process from the payroll perspective by effectively tracking all payroll adjustments as well as collect benefit premiums owed while employees are on leave.
  • Strong understanding of payroll mobility and tax issues globally (expatriate and inpatriate transactions). Responsible for tracking of all expat benefits and assisting with the year-end tax equalization process.
  • Responsible for the timely preparation and calculation of any off-cycle processing (i.e., termination pay, special bonuses, transition allowances, etc.)
  • Lead company and department initiatives to drive process improvements within the payroll department and collaborate with key partners throughout the organization to ensure accurate recording of all payroll input.
  • Responsible for reconciling all year end forms and filings to ensure accurate entry of all compensation transactions (i.e. gifts, prizes, education assistance, equity, etc.).
  • Support internal and external auditors' requests, including research and analysis of audit requests.
  • Process all equity related transactions ensuring accurate reporting and statutory filings.
  • Maintain appropriate internal control requirements and narratives, including maintenance of documentation for payroll related processes and providing recommendations, as appropriate.
  • Leverage tools, processes, and personnel, to deliver against the responsibilities and objectives of the function.
  • Continuously evaluate and improve payroll processes as needed (automate payroll processes, evaluate and upgrade payroll system, resolve any payroll discrepancies).
  • Keeps current of any changes in state wage and hour regulations (i.e. minimum wage, sick leave regulations, overtime, etc.) to ensure proper payroll policies are enforced
  • Ensure all payroll related tax and statutory filings are compliant within all jurisdictions of all regions

What we're looking for

  • BA degree in Accounting/Finance or equivalent experience, CPP certification is strongly preferred
  • Eight or more years of relevant payroll work experience including managing comprehensive payroll processes.
  • Three plus years of supervisory experience preferred.
  • Experience with multi-state payrolls larger than 1,000 employees with multiple classifications. i.e. Salary non-exempt, working students, foreign workers, etc.
  • Experience with executing complex benefits programs within payroll and automated HR and payroll systems; Workday, ADP
  • Strong system and data flow knowledge. Ability to learn and adapt to new flows and software technologies recurring metrics tracking and analysis is a plus
  • High-functioning, working knowledge of relevant payroll related standards, codes, GAAP, regulations and other related requirements.
  • Ability to comprehend critical statutory requirements for payroll processing
  • Strong communication skills - including ability to listen to the needs of others and comprehend complex matters, articulate issues in a clear and concise manner, and present effectively in both oral and written presentations to all levels in the organization.
  • Team-oriented approach - can effectively lead a project or participate as an effective team member as well as work cross-functionally with other organizations
  • Demonstrated coordination, facilitation, consultation and conflict resolution skills
  • Two plus years of project management preferred.
