East Asia and the Pacific (EAP) Region

EAP is a large and diverse region, ranging from Small Island States of the Pacific to the Philippines and China! Despite substantial economic growth and poverty reduction, the EAP region faces huge development challenges. Growth has been uneven across and within countries, institutions still need strengthening, and the Region has a big role to play on global public goods. The COVID pandemic dealt EAP a setback, especially in 2021, and as a result, poverty is expected to rise for the first time in over 4 decades. A large portion of EAP region's population remains vulnerable to income shocks, including from a global economic slowdown, changing global and regional value-chains - and climate-related risks. The EAP region is home to some of the Bank's largest and most sophisticated engagements using the Bank's PforR instrument.

EAPOS Unit Context

EAP Operations Services (EAPOS) plays an important role in advising the Regional Vice President and supporting EAP's management and operational teams to fulfill their accountabilities under the ADM and in doing so, ensuring the highest quality for EAP operational deliveries. EAPOS's work program ranges from strategic and operational guidance for regional management, to in-depth operational advice to task teams, work on project preparation quality, pipeline delivery management, portfolio management and monitoring, regional risk management, support on regional and corporate priorities, and operational learning and knowledge sharing for regional staff. EAPOS has capacity and expertise in operations policy as it applies to the Bank's financing instruments, in corporate commitments and in learning. We are now looking for additional capacity and expertise on PforR. EAPOS further serves as the secretariat for the Regional Operations Committee (ROC) and includes the team members covering ADM responsibilities of the Regional Environmental and Social Standards Advisor (RSA).

Duties and Accountabilities

EAPOS is looking for a high-caliber and energetic team member who brings deep operational capabilities on advising teams. EAPOS is, in particular, looking for expertise in PforR operations. Knowledge/experience of deployment of the PforR instrument in SD and INF sectors would be particularly relevant. We are also looking for adaptability and flexibility, given the high demands and high workloads of this fast-paced unit! The main accountabilities include:

• Providing strategic, operational support and policy guidance to the RVP, DSO, CMU management and GP management and teams in connection with the preparation, approval, implementation, and evaluation of operations - and especially in relation to PforR operations.• Advising Regional management and staff on complex operational issues, including strategic, technical, and institutional aspects.• Reviewing operational packages as input to the RVP decision through the DSO, to ensure that the Bank and the Region's due diligence and quality standards are met.• Working with cross-cutting teams of Bank staff and outside experts to address operational issues and bring innovations.• Supporting the Region's risk management, including the regional risk list and the corporate risk mechanism.• Liaising with OPCS, DFI, LEG, IEG and other corporate players on quality of operations, portfolio performance, and operational issues.• Mentoring junior operational staff.• Carrying out learning activities on operational policies, instruments, and innovations.• Supporting the RVP in implementing the Bank's corporate initiatives related to operational policies, instruments, and procedures.• Assisting with portfolio monitoring efforts and providing advice to CMUs on portfolio management issues.• Leading on specific initiatives for EAP and coordinating with corporate units and other regions.• Representing the region for specific corporate and regional priorities.

Selection Criteria

• Advanced degree (Master's or PhD) in a relevant field (Economics, Business Studies, Political Science, Finance, International Relations, or similar filed relevant to the Bank's mission) and 12 years of relevant experience.• Prior substantive and sustained work experience in achieving results on the ground in more than one world region (including both pre-Bank experience and Bank experience).• Sound operational experience, preferably TTL experience and recent demonstrated deep knowledge of PforR instrument policies and application in the context of supporting delivery of operations. We are looking for deep experience with the PforR instrument, preferably including experience as a credible adviser to management and task teams. • Demonstrated ability to find solutions to complex operational/policy problems and a 'can do' attitude. Comfort with needing to address a multitude of different tasks that come to EAPOS from across the region and from corporate units. For this, demonstrated experience from a relevant corporate role, would be a strong plus.• Superior interpersonal, diplomatic and partnership skills required for building and maintaining highly credible and collaborative relationships with task teams, regional management and relevant corporate stakeholders across the Bank.• Superior level of resourcefulness, ability to work with considerable autonomy as well as willingness to work under pressure and through the whole spectrum of activities from the strategic level to the resolution of specific implementation issues. Demonstrated record showing ability to see the issue from GP, corporate and CMU perspectives a strong plus. • A proven record in timely delivery of written/analytical outputs with high quality.• Prior experience in drafting and delivering complex yet concise senior management briefings.• Proven strong analytical and problem-solving skills; ability to diagnose problems and propose solutions.• Experience with trust funds policy, donor coordination and the development and strengthening of partnerships with country strategy and program partners a plus.• Familiarity with IDA governance, monitoring and evaluation, and program policies and management a plus.• Experience with implementation in FCV/low capacity environments a plus. • Experience with country engagement products a plus. • Expertise on highly technical areas that support advice to management and teams on key corporate and regional priorities such as operational design requirements to increase PCM, CCB, ensure Paris Alignment, etc. a plus.
