Job Description

Buyer and seller trust in the eBay marketplace and full compliance with all applicable laws and regulations is top priority for eBay. If a counterfeit or prohibited item is listed, this undermines trust with our buyers, eBay is exposed to risk, and the seller who listed the item exposes themselves to risks and financial loss.

eBay has introduced new technologies to carry out policies to stop counterfeit and prohibited items. The focus of this role will be to develop quantitively analytical the effectiveness of policy systems and controls and find opportunities for improvement with specific recommendations how solutions should be implemented.

The Policy Analytics Manager will create analyses based on their own thinking as well as analyses based on close partnership with the policy managers to drive positive impact to business metrics.

The Manager will evaluate in-house and third-party solutions, including the development and interpretation of control plans. They will identify gaps, implement new solutions, and to optimize existing solutions.
Responsibilities include

• Envision and develop analyses based on independent eye for business that drives new insights, confirms or changes hypotheses or supports operational execution.
• Develop analyses and reporting based on requests from business policy managers or systems managers as needed.
• Develop reporting to support critical issues from litigation, regulatory or other legal teams.
• Assess the effectiveness of policy controls.
• Audit data quality to identify gaps and work with system teams to resolve.
• Query data and build reporting for business metrics that measure policy effectiveness and efficiency.
• Handle complexity from the long tail of items available for sale, how this changes when new products are released, how this varies in the many geographies eBay operates, how it is affected by the complex and changing regulatory landscape and how to keep pace with evolving technology.
• Understand customer needs, motivations and wants to make business decisions that consider the overall end to end customer experience and sellers' business models.
• Support emerging cases and critical issues to identity root cause, solution, and work through resolution.
• Solve for customer focus and simplicity

Job Requirements

• A love of data and wiliness to do what's need to enable data driven decisions.
• Superior skills in SQL coding and database query (e.g., SQL) and understanding of data warehouse architecture are required.
• Analytic and strategy development skills including specializing in both Tableau reporting environment and MS Excel (pivot tables, advance functions, statistics), Access and PowerPoint.
• 5+ years of experience, preferably in ecommerce, in the areas of policy, program management and/or strategy development (or equivalent education experience)
• Understanding of the ecommerce landscape and functional understanding of the eBay marketplace.
• A willingness to challenge existing approaches and ability to drive positive culture changes
• Ability to think holistically about the impact that any changes will have on both eBay's buyers and sellers.
• An affinity for and ability to connect with eBay sellers and buyers, and an appreciation for how programs may need to be tailored for them.
• Ability to partner and collaboration effectively with cross-functional teams including Product teams and Policy Managers.
• Exceptional communication skills - oral and written, including ability to deliver insights to internal and external groups.
• Outstanding personal initiative, a "can-do" attitude.
• Willingness to take on new challenges and opportunities.
• The highest degree of personal integrity.

Education:

• BS/BA degree in related field or equivalent work experience required
• Degrees in business or analytics preferred
• Work experience in consulting, strategy development, or analytics preferred
