Summary

This position is in the Department of Health and Human Services, Office of the Secretary of Health and Human Services, Office for Civil Rights, Health Information Privacy, Data, and Cybersecurity (HIPDC) Division, located in Anywhere in the U.S. (remote job).

Salary: The salary range indicated in this announcement will be adjusted to include locality payment for selected duty location. General Schedule locality pay tables may be found under Salaries & Wages.

Qualifications

Applicants must demonstrate that they meet the Specialized Experience requirements as noted below.

Specialized Experience:
GS-13: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-12 level in the Federal service (obtained in either the public or private sectors) performing (3) of the (4) duties listed below:
  • Developing and drafting regulations or policy guidance relating to the Health Insurance Portability and Accountability Act (HIPAA) Privacy, Security, Breach Notification, and Enforcement Rules (HIPAA Rules).
  • Assisting in legal research and analysis in support of health information cybersecurity policy development relating to the HIPAA Rules.
  • Preparing reports, briefings, policy options, or other materials on health information cybersecurity requirements and best practices to senior staff or organizational leadership.
  • Preparing oral and written presentations relating to health information cybersecurity regulations to members of the public or stakeholder organizations.

Specialized Experience:
GS-14: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-13 level in the Federal service (obtained in either the public or private sectors) performing (4) of the (5) duties listed below:
  • Leading the development and drafting of regulatory proposals or policy guidance relating to the HIPAA Privacy, Security, Breach Notification, and Enforcement Rules (HIPAA Rules).
  • Conducting legal research and analysis in support of health information cybersecurity policy development relating to the HIPAA Rules.
  • Researching and proposing improvements to the implementation of information technology in the health and public health sector with respect to cybersecurity and the HIPAA Rules.
  • Presenting reports, briefings, policy options, or other materials on health information cybersecurity regulations to senior staff or organizational leadership.
  • Providing oral and written presentations relating to health information cybersecurity regulations to members of the public or stakeholder organizations.

In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience refers to paid and unpaid experience, including volunteer work done through national Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. You will receive credit for all qualifying experience, including volunteer experience. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
