Summary

This position will serve as an advisor and analyst to management on the evaluation of Hazard Mitigation programs and the Community Assistance program. The role involves generating products to provide managers and stakeholders with objectively based information for decision-making on all aspects of division operations and the management of administrative processes. The ideal candidate would have basic knowledge of program analysis, climate resilience, urban and regional planning.

Conditions of Employment:

To qualify for this Program Analyst position at the IC-11 level, you must possess one full year of specialized experience equivalent to at least the IC-09 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the federal government, a state or local government, or private sector, and must demonstrate the following:

  1. Using a wide range of qualitative analysis methods and advanced program analysis techniques, concepts and practices, sufficient to perform effectiveness review,
  2. Analyzing and evaluating program, execution, performance, issue, activities, objectives, and performance indicators; and,
  3. Developing oral and written communications, presentations and reports.

OR Education

Ph.D. or equivalent doctoral degree
or

3 full years of progressively higher level graduate education leading to such a degree
or
LL.M.

OR

Combination of education and experience.

To qualify for this Program Analyst position at the IC-12 level, you must possess one full year of specialized experience equivalent to at least the IC-11 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the federal government, a state or local government, or private sector, and must demonstrate the following:

  1. Developing plans for community projects applying urban and regional planning techniques,
  2. Evaluating emergency management plans, policies, and/or procedures for process improvements; and,
  3. Analyzing and advising management on the effectiveness of program and operations.
